Public Inspection Until the 14th... Final Notification Within the Year
Yongin City in Gyeonggi Province announced on the 1st that it has prepared a 'Growth Management Plan' for natural green areas and planned management areas to ensure efficient land use and management, and will conduct a public inspection for residents until the 14th.
This follows the amendment of the Enforcement Decree of the National Land Planning and Utilization Act (National Land Planning Act) in 2021, which prohibits the establishment of new factories (manufacturing) in planned management areas without a growth management plan by January 27 next year. The National Land Planning Act stipulates that growth management plans must be established for areas designated as ▲regions with high demand for development projects requiring management ▲areas expected to urbanize based on surrounding land use and traffic conditions ▲places requiring systematic management in connection with surrounding areas.
The areas for which the city is establishing the 'Growth Management Plan' this time cover about 129㎢ of natural green areas and planned management areas. This corresponds to 22% of Yongin City's total area of 591㎢. Previously, the city designated parts of Suji-gu in November 2019 and parts of Cheoin-gu and Giheung-gu in 2021 as growth management plan zones.
Through the establishment of the growth management plan, the city aims to realize the administrative goals of the 8th elected administration, "an environment harmonized with people, dynamic innovative growth," by promoting balanced regional development and the creation of a carbon-neutral eco-friendly city. In particular, the city is preparing 'Growth Management Plan Implementation Guidelines' to allow companies to settle in the planned national industrial complex for advanced system semiconductors in the area around Idong and Namsa-eup, Cheoin-gu.
Regarding infrastructure, the plan secures pedestrian spaces and changes the road planning line from 6-8m to 8m to facilitate smooth vehicle traffic.
The building coverage ratio incentives granted when securing buffer spaces and landscaping areas for carbon absorption will be expanded to up to 30% in natural green areas and up to 50% in planned management areas. Additionally, the floor area ratio in planned management areas will be relaxed to a maximum of 125%.
Furthermore, to reduce traffic congestion and accidents caused by indiscriminate parking, mandatory parking facility requirements will also be newly established.
Residents can submit their opinions on the plan by downloading the opinion submission form from the 'Notices and Announcements' board on the Yongin City Hall website and sending it by mail or visiting the Urban Development Division of Yongin City.
A Yongin City official stated, "We will establish the growth management plan by reviewing the existing plans and the environment of the entire Yongin area again," adding, "We plan to promptly proceed with public opinion hearings and Urban Planning Committee reviews to complete the announcement within this year."
