Work Overload Due to Leadership Vacancies at the Corporation
Requested Dispatch of 5 to District Office, Only Some Accepted

Gwangsan-gu District Office and Gwangsan-gu Facilities Management Corporation in Gwangju Metropolitan City have revealed differences in their positions regarding the issue of workforce reinforcement.
The corporation requested dispatched staff due to a leadership vacuum and employee resignations, but the district office only partially accepted the request, creating a subtle tension.
According to the corporation on the 2nd, it recently sent a cooperation letter to the district office requesting the dispatch of five local government officials for a period within one year.
There are currently 10 vacancies including one chairman, one head of the management headquarters, general staff, and public service workers, causing an excessive workload.
The chairman resigned mid-term due to internal conflicts and health reasons, and the head of the management headquarters suddenly passed away about seven months after appointment.
One team leader went on sick leave until March next year due to inability to work caused by frequent disciplinary actions, and another team leader was dismissed due to workplace harassment.
Both are also under police investigation for allegedly concealing a colleague’s drinking incident.
One employee caught driving under the influence took parental leave until May next year, and there have been recent resignations among administrative staff as well.
The vacancies correspond to about 22% based on the general staff quota of 45 people.
The corporation stated that with the current personnel, it is difficult to smoothly handle major tasks such as next year’s main budget formulation, internal regulation amendments, and recruitment of the chairman, head of management headquarters, and labor director, making administrative support urgently needed.
Furthermore, the leadership vacuum has caused various problems such as lowered employee morale and work negligence, leading to increasingly serious inefficiencies.
Since administrative support such as dispatched officials ended in 2019, the corporation has experienced turmoil due to recruitment corruption and manipulation of work evaluation scores, so it sees the district office’s active attitude as necessary for transparent and fair organizational management.
The district office is not unaware of these circumstances but holds the position that it cannot fully accept the corporation’s request for dispatched personnel.
While sending some personnel to the corporation could put out the urgent fire, there is concern that the district office itself would suffer from increased workload like a balloon effect.
Considering internal circumstances, the district office assigned a Grade 6 official as the head of the corporation’s Communication Innovation Team as a compromise, but the issue does not seem fully resolved.
A district office official stated, "The chairman appointment process will be completed in December, and once the chairman establishes additional recruitment plans through personnel authority, the manpower shortage problem is expected to be somewhat resolved."
However, there are somewhat disappointed reactions within the corporation regarding the 'partial dispatch.'
A corporation official said, "We understand the district office’s situation, but currently the corporation is overwhelmed with work due to staff shortages and employee fatigue is increasing."
He added, "We are not simply asking for manpower support due to vacancies," emphasizing, "Immediate administrative support is necessary for the normalization of management in an organization that has lost its self-correcting ability."
