Evaluation of Appointed Teachers and Pre-Prepared Questions
The Gyeongbuk Office of Education (Superintendent Lim Jong-sik) announced that from October 27 to November 5, it will conduct the "2023 Office of Education-led Curriculum and Evaluation Inspection" targeting middle and high schools in the Gyeongbuk region to eradicate pre-education and pre-learning inducement activities in accordance with the "Special Act on the Promotion of Normalization of Public Education and Regulation of Pre-education."
This inspection aims to ensure compliance with the hierarchy of the curriculum, conduct evaluations appropriate to achievement standards, and take measures for the proper operation of school curricula through checking for pre-testing and curriculum operation.
The inspection targets are 2nd and 3rd-year middle school students and 1st-year high school students, with subjects being Mathematics, Science, and English. The main inspection items include the appropriateness of curriculum organization and operation, and the consistency between written test questions and subject achievement levels.
The Gyeongbuk Office of Education appointed 292 pre-education inspection committee members (210 for middle schools, 82 for high schools) to focus on inspecting midterm exam questions and curriculum organization tables for each subject in the second semester.
Notably, it is the only office nationwide to conduct inspections through an online system, requiring schools to upload inspection materials directly to the Curriculum Support Portal site online instead of submitting paper documents, demonstrating efforts to reduce school administrative burdens.
A Gyeongbuk Office of Education official stated, "The 292 appointed pre-education inspection committee members will determine whether pre-education occurred based on the midterm exam questions administered in Gyeongbuk middle and high schools in October. If pre-education is judged to have taken place, the curriculum review committee will conduct a second review and then report to the Ministry of Education before taking appropriate measures."
In March this year, the Gyeongbuk Office of Education established the "2023 Plan to Eradicate Pre-education and Pre-learning Inducement Activities," guided individual schools, and emphasized conducting training for students, parents, and teachers at least once a year.
In addition to the Office of Education-led inspections, schools conducted self-inspections to prevent pre-education at the end of the first semester and will also conduct self-inspections at the end of the second semester to ensure thorough prevention of pre-education.
Lee Sang-jin, Director of the Education Bureau at the Gyeongbuk Office of Education, said, "It is a time when efforts are needed to establish a professional support system for curriculum and evaluation inspections so that the Public Education Normalization Act can take root in the field. We will expand support at the Office of Education level to reduce learners' burdens and suppress private education by eradicating pre-education and pre-learning inducement activities."
