Seoul Metropolitan Office of Education Distributes 'Student Life Regulations Guide'
The Seoul Metropolitan Office of Education announced on the 29th that it will produce a 'Student Life Regulations Guide' containing points that teachers should be mindful of when applying the 'Notice on Teachers' Student Life Guidance' in schools, and distribute it to all schools in the district starting from the 30th.

The 'Student Life Regulations Guide' was written by a task force (TF) team composed of education experts including elementary, middle, and high school teachers, as well as lawyers, who researched and analyzed the life guidance notice and student life regulations from other cities and provinces. It also underwent review by the education office and teacher organizations and unions.
This material consists of ▲Life Education Committee ▲Establishment and Revision of Student Life Regulations ▲Life Rating System ▲Sample Student Life Regulations of the Seoul Metropolitan Office of Education, with sample regulations divided into elementary and secondary versions respectively.
The sample regulations provide specific matters delegated from the life guidance notice to school rules as examples, and present questions and answers (Q&A) addressing possible questions arising in school settings and points to be mindful of when applying them in schools.
Specifically, in the Q&A section, for the question, "Five students were reported to have been smoking after coming out of the restroom during the second period break. Can their belongings be inspected?" the answer is, "Since there is a report of suspicious circumstances indicating smoking, inspection of belongings is possible. However, physical force should be avoided as much as possible."
When asked whether it is possible to guide students who are dozing off or lying down during class, the explanation is that although it is not an act that actively disrupts the class, it can affect the study atmosphere in the classroom, so guidance is possible.
For the question, "Is it acceptable to assign cleaning as a form of reprimand?" the answer is, "Punitive cleaning for the purpose of punishment is not included in reprimand. However, assigning cleaning as a task for students to clean up what they themselves have made messy is possible."
The Seoul Metropolitan Office of Education will also conduct face-to-face training sessions for 11 education support offices starting from the 30th regarding the student life guidance notice and the sample student life regulations.
Cho Hee-yeon, Superintendent of the Seoul Metropolitan Office of Education, stated, "'The Student Life Regulations Guide' will help foster a school culture of coexistence where students, guardians, and teachers cooperate with each other," and added, "We will communicate with the Ministry of Education to listen to opinions from teachers and related institutions and make improvements and revisions to any shortcomings in the life guidance notice in the future."
