"Liquid Marijuana Possession" Drug Advertisement Cards Found Throughout Hongik University

School Authorities "Students and Staff Collecting... Issuing Caution Notices"

A card seemingly encouraging drug purchases was distributed on the Hongik University campus located in Mapo-gu, Seoul, prompting the school to take action.

According to Yonhap News on the 22nd, recently, advertisements encouraging drug purchases were found mainly around the Hongik University College of Fine Arts building.

The business card-sized card contains English text saying, "Need inspiration? We have prepared an innovative product 'Liquid Hemp' for you," and claims it is "completely 'legal'."

It also includes phrases describing hallucinogenic effects and a message saying "Contact us when it is legal," along with a QR code on the back.

A university official stated, "We noticed the advertisements inserted in various places the day before and students and staff are collecting them. Although we do not know if drugs are actually being sold on the website accessed via the QR code, the student council and others are advising students to be cautious through messengers and community channels."

Students were notified, "Drug-related phrases have been found in the Sculpture Hall and other buildings. If you find such phrases, please discard them immediately and never access the QR code."

The university has reported the incident to the police.

Under the current Narcotics Control Act, smoking or ingesting hemp or hemp seed shells, except for medical purposes, is illegal. Article 3, Paragraph 7 of the same law prohibits the export, import, manufacture, sale, or brokerage of hemp unless approved by the Minister of Food and Drug Safety as prescribed by Presidential Decree. It is also illegal to widely disseminate or present information about these prohibited acts to others through flyers or advertisements.
