Jang Mo (57), who fled after causing a traffic accident and getting out of the car to only stare at the victim collapsed on the road, has been brought to trial.
According to the prosecution on the 20th, the Criminal Division 4 of the Seoul Northern District Prosecutors' Office (Chief Prosecutor Song Jeong-eun) indicted him on the previous day on charges of violating the Act on the Aggravated Punishment, etc. of Specific Crimes (hit-and-run causing injury) and the Road Traffic Act (failure to take measures after an accident).
Jang is accused of hitting a motorbike rider who was going straight while making a left turn at an intersection in Ssangmun-dong, Dobong-gu, Seoul, around 3:30 a.m. on August 31, and fleeing without taking any action. It is known that immediately after the accident, he stopped nearby for about 2 minutes, got out of the car, looked down at the unconscious victim collapsed on the road for about 15 seconds, but left the scene without any rescue measures.
The victim, who was transported to the hospital 10 minutes after the accident following a passerby's report, suffered injuries requiring 8 weeks of treatment, including cerebral hemorrhage.
The police arrested Jang at his home in Banghak-dong, Dobong-gu, around 10:30 a.m. on the same day through CCTV tracking. The test results showed he was not intoxicated, and the rapid drug test also came back negative.
In the prosecution investigation, Jang stated, "I knew I caused a traffic accident, but I did not see anyone at the scene," and "I did not realize I hit a person."
Meanwhile, the prosecution requested the Crime Victim Support Center to provide psychological treatment support for the elderly victim (in their 60s), who was diagnosed with a concussion and post-traumatic stress disorder and showed cognitive decline, as well as for the victim's family members who are suffering psychological distress.
