Ulsan City Directly Manages 658 Newly Identified Malicious High-Amount Tax Delinquents This Year

Home Searches and Hidden Asset Tracking from March to September Collect 1.53 Billion Won

The special mobile collection team of Ulsan City, which collects overdue taxes, is approaching high-amount defaulters as the "Grim Reaper." They are actively tracking hidden assets and conducting house searches, reducing malicious tax delinquencies and increasing seizures.


Ulsan City established a special mobile collection team this year dedicated to collecting from high-amount defaulters. They took over the collection of 11.121 billion KRW in arrears from 658 high-amount defaulters with overdue taxes of 3 million KRW or more, transferred from district and county offices, and began direct collection efforts.


From March to September, the special mobile collection team completed a status survey of 658 high-amount defaulters and conducted forced collection activities such as house searches, administrative sanctions, and auctioning of seized properties, collecting 1.53 billion KRW from 209 individuals through delinquency disposition.


Additionally, they seized 442 assets including real estate, automobiles, financial assets, and bonds by tracking hidden assets.

In September alone, house searches were conducted on four high-amount defaulters who maliciously evaded taxes by hiding assets despite having economic capacity, collecting a total of 123 million KRW, including 83 million KRW in cash and 40 million KRW in installment payments.


Regarding one defaulter who insisted there were no assets under their name despite repeated payment demands, the collection team conducted on-site investigations and asset tracking, discovered a high-priced apartment owned by the spouse, and after conducting a house search and seizing movable property, obtained a payment promise and immediately collected 50 million KRW.


For a high-amount defaulter who was directly operating a business under a family member’s name, a house search was conducted, a payment plan for 23 million KRW in overdue taxes was obtained, and since September, installments of 3 million KRW per month have been successfully arranged.


These "Grim Reapers" confirmed that one defaulter was operating a large screen golf practice range in Busan under the name of their father. This was processed as a "violation subject to prosecution under the Local Tax Basic Act" for operating a business under another person's name to evade taxes, and 30 million KRW in overdue taxes was collected.


An official from Ulsan City stated, "Due to the recent economic downturn causing a decrease in national and local tax revenues, difficulties in local finances are expected, so we are conducting intensive investigations into malicious high-amount defaulters who hide assets." They added, "For low-income defaulters in welfare blind spots, we are making efforts to provide opportunities for economic recovery by postponing delinquency dispositions and linking them to welfare systems."
