Gangseo-gu, with Many Jeonse Fraud Victims, "All-Out Effort to Prevent Fraud Damage"

Gangseo-gu, Seoul, which has seen many victims of multi-family housing jeonse fraud, has decided to strengthen promotional activities to prevent increasingly sophisticated jeonse fraud in advance and take the lead in supporting related victims.


The district will actively provide information on types of jeonse fraud and countermeasures that must be known before real estate contracts, support projects for jeonse fraud victims, and key functions of the Safe Jeonse app through a dedicated page on the district website and Gangseo-gu's official SNS channels.


In addition, promotional materials informing about precautions for jeonse contracts and how victims can apply for damage determination will be distributed to community service centers and real estate agencies to make it easy for residents to access.


Especially targeting young adults who have little experience in real estate transactions and are concentrated victims of jeonse fraud, the district will strengthen cooperation with about 1,400 licensed real estate agents in the area so that they can receive guidance on jeonse fraud precautions from the initial lease contract stage.


For local real estate agencies, the district plans to distribute a “Jeonse Fraud Eradication Letter” urging the establishment of fair real estate trade order and “QR stickers” linked to the jeonse fraud prevention page on the district website, encouraging agents to attach them to tenants’ contracts when signing lease agreements.


The district expects that tenants will be able to prevent jeonse fraud by consistently checking precautions at each contract stage and a core checklist for jeonse contracts.


Along with this, the district will actively promote the “Jeonse Victim Tenant Support Project” and swiftly implement follow-up measures according to the “Ordinance on Support for Jeonse Victims and Jeonse Fraud Victims” and related enforcement rules, which were the first of their kind enacted by a basic local government nationwide.


Related projects include “Support for Jeonse Deposit Return Guarantee Fees,” “Moving Expense Support for Emergency Support Housing Residents,” and “Youth Monthly Rent Support.”


The “Jeonse Deposit Return Guarantee Fee” and “Moving Expense Support for Emergency Support Housing Residents” provide one-time support of up to 1 million KRW per household upon moving in.


The “Youth Monthly Rent Support” assists young people aged 19 to 39 who move into private monthly rental housing by providing up to 200,000 KRW per month per household for a maximum of 12 months, helping stabilize housing for victims of jeonse fraud.


Park Dae-woo, Acting Mayor of Gangseo-gu, said, “We are the first basic local government nationwide to enact an ordinance to support victims of jeonse fraud and are actively promoting related projects. We will do our best to actively raise awareness of the risks of jeonse fraud targeting ordinary citizens and young people and prevent further damage.”
