Gwanak-gu Euncheon-dong Area Transformed into a Pleasant Residential Zone

Gwanak-gu (District Mayor Park Jun-hee) has had two areas in Euncheon-dong (around Bongcheon-dong 635-540 and 938-5) simultaneously selected as Seoul City's ‘2023 3rd Moa Town Target Sites,’ transforming them into pleasant and attractive residential areas.


‘Moa Town’ is a redevelopment model by Seoul City that promotes maintenance projects by grouping together old low-rise residential areas within 100,000㎡ where large-scale redevelopment is difficult. Once designated as a ‘Moa Town,’ various regulatory relaxation benefits can be received, including project requirements, aging degree, elapsed years, and zoning upgrades.


The two selected areas in Euncheon-dong are low-rise residential zones densely populated with old multi-family and multiplex houses, formed on hilly terrain. The infrastructure is poor, and many semi-basement houses are distributed, making the area vulnerable to flood damage.


Additionally, due to the steep slope of over 80m elevation difference on the foothills of Guksabong, the risk of collisions between vehicles and houses is high, leading to strong enthusiasm among local residents for the Moa Town project.


In response, Gwanak-gu achieved the great success of being finally selected as a Moa Town target site on September 22, following a residents' briefing and application process in August, with swift support and prompt action to meet residents’ development wishes.


The district plans to commence the Moa Town management plan establishment project in the second half of the year. After public inspection by residents and integrated review by Seoul City, it will be approved and announced as a ‘Small-scale Housing Maintenance Management Area’ with legal effect as a Moa Town, and the project will be actively promoted.


Park Jun-hee, Mayor of Gwanak-gu, said, “Following Cheongnyong-dong and Seonghyeon-dong, which were previously selected as Moa Towns, we will continue smooth project progress through active and close communication with residents in the two Euncheon-dong areas. We will do our best to create an attractive residential maintenance project model that meets residents’ wishes and well reflects the historical and natural significance of Guksabong.”


Meanwhile, Seoul City designated and announced September 27 as the standard date for rights assessment to block speculative demand such as share splitting.
