A passerby discovered a vehicle submerged in a ditch with water rising inside and contacted the 119 emergency center, rescuing three people.
According to the Busan Fire and Disaster Headquarters on the 3rd, a report was received at around 7:18 a.m. that day about a vehicle that had fallen into a ditch beside the road near Maekdogang in Daejeo 2-dong, Gangseo-gu, Busan.

The reporter was a passerby, Mr. A. He climbed onto the overturned vehicle and attempted to rescue the three occupants while calling 119.
At the time, the vehicle was overturned and submerged in the ditch, with water filling the interior, creating a critical situation.
The 119 emergency center staff assessed the situation and, judging that urgent rescue was needed before the arrival of rescue vehicles, guided the reporter on how to perform the rescue via a video call.
Following the staff’s instructions, Mr. A opened the window from atop the vehicle and rescued the three people inside. The three occupants of the accident vehicle were reported to be in good health.
A representative from the Busan Fire and Disaster Headquarters said, "There are many cases of extinguishing fires and providing emergency treatment to cardiac arrest patients via video calls, but cases of rescuing people are rare," and expressed gratitude, saying, "Thanks to the reporter’s dedicated rescue efforts before the arrival of the rescue team, no casualties occurred."
