Initiating the Establishment of the '2040 Urban Master Plan'
Incorporating Idong and Namsa System Semiconductor Complexes
Yongin City in Gyeonggi Province is redrawing the blueprint of the city. It plans to present a new future blueprint for the urban spatial structure reflecting the creation of a semiconductor belt, including the 7.1 million㎡ 'Idong-Namsa Advanced System Semiconductor National Industrial Complex.'
On the 22nd, Yongin City announced, "We have decided to establish the '2040 Urban Master Plan,' which comprehensively reflects the basic plans for urban infrastructure development being pursued individually by sector."

The 'Urban Master Plan' is a comprehensive plan that presents the basic spatial structure and long-term development direction of a city. It is established every 20 years in accordance with the Framework Act on National Land and Utilization, and its feasibility is reviewed and can be amended every five years. It includes policy directions on regional characteristics and planning directions and goals, spatial structure, setting of living zones and population distribution, land use and development, demand and supply by land use, environmental conservation and management, infrastructure, parks and green spaces, and landscape.
To this end, the city plans to adjust the schedule for establishing sectoral basic plans already scheduled or underway?such as ▲environmental planning and integrated water management ▲parks and green spaces ▲road construction management ▲rural road maintenance?and reflect them in the new Urban Master Plan.
Plans that have already been established or are about to be finalized, such as ▲urban traffic maintenance basic plan and mid-term plan ▲urban and residential environment maintenance basic plan ▲apartment remodeling basic plan, will also be reorganized to reflect the contents of the newly established Urban Master Plan and changes in residential and traffic conditions.
However, regarding the ‘Water Supply and Sewerage Maintenance Basic Plan,’ the city intends to establish it in connection with the Idong-Namsa System Semiconductor National Industrial Complex and individual development projects. In July, the 7.1 million㎡ Idong-Namsa System Semiconductor National Industrial Complex, Wonsam-myeon’s 'Yongin Semiconductor Cluster,' and Giheung Nongseo District were designated by the government as 'National Advanced Strategic Industry Specialized Complexes,' highlighting the need to redraw the big picture of the water supply and sewerage network.
Yongin City will form a 'Working Group' consisting of officials from nine relevant departments to establish the '2040 Urban Master Plan.' The goal is to integrate and coordinate opinions during the planning process and, if necessary, involve consulting firms to conduct integrated meetings.
Mayor Lee Sang-il of Yongin said, "We will systematically establish sectoral plans related to various infrastructure expansions centered on the 2040 Urban Master Plan to define the future image of Yongin, which is dynamically changing," adding, "We will create a plan that meets the expectations of Yongin citizens who desire a city with an improved quality of life."
Meanwhile, Yongin City had been conducting a study to review the existing '2035 Urban Master Plan,' but suspended the study in February following the Ministry of Land, Infrastructure and Transport’s ‘Urban and Rural Master Plan Establishment Guideline Revision Plan.’
