Gyeonggi Paju Official Transfers Residence from Actual Home to Workplace

3-Month Suspension Disciplinary Action... Resignation Submitted and Accepted First

An absurd incident occurred in Paju City, Gyeonggi Province, where a public official in charge of moving-in registration reported a move-in to his own workplace and was caught.


According to Paju City on the 22nd, A, a level 8 public official who was in charge of moving-in registration at an administrative welfare center (dong office) in the Unjeong area, changed his address from his actual residence in Goyang City to the administrative welfare center where he worked around mid-June.

It is difficult to understand why someone would change their address to the administrative office where they work, rather than to a multi-family housing or similar residence. According to the Resident Registration Act, residents must register their address at their place of residence, and if it is judged to be a false move-in, they may face imprisonment for up to three years or a fine of up to 30 million won.


A’s absurd action was discovered about two weeks after he changed his address by another employee. The matter spread within the office, and A re-registered his move-in back to Goyang City, where he actually lives.


An official from the administrative welfare center said, "We asked A about changing his address to the administrative welfare center at the time, but he did not respond," and added, "We reported this to the city audit office and filed a police report for violation of the Resident Registration Act."


Although an audit procedure was initiated against A following the report by another employee, he instead sent an official document stating that he would not undergo the investigation.


A representative from the Paju City audit office said, "We met with A to ask about the address change, but he neither responded nor cooperated with the audit office’s investigation," and added, "Instead, he sent an absurd official document to the audit office saying, '(I) will not undergo the investigation because I did nothing wrong.'"


Ultimately, the audit office requested severe disciplinary action from Gyeonggi Province against A for illegal move-in registration and refusal to cooperate with the audit, and the province imposed a three-month suspension last month. However, it is known that A submitted his resignation to Paju City before the disciplinary action and that his resignation was accepted earlier this month.
