Gyeonggi Office of Education Prepares 'Amendment' Including Legal Response to Malicious Complaints and Protection of Teachers' Rights

Im Tae-hee, Superintendent of Gyeonggi Provincial Office of Education, is holding a press conference related to the protection of teachers' rights.

The Gyeonggi Provincial Office of Education will implement a 'separation measure' for students who disrupt classes to ensure the learning rights of all students. Additionally, intentional and repetitive complaints that infringe on teachers' legitimate educational activities will be addressed with necessary measures in accordance with laws and regulations.

On the 11th, the Office announced that it has finalized the amendment to the "Ordinance on the Protection of Teachers' Authority and Educational Activities," which includes these provisions to protect teachers' legitimate educational activities, and plans to submit it to the Gyeonggi Provincial Council.

The core of this amendment is to protect teachers from acts that intentionally and repeatedly infringe on their legitimate educational activities. To this end, the responsibilities and obligations of students and their guardians are specified.

In particular, to guarantee the learning rights of all students, step-by-step separation education and external entrusted education will be conducted for students who disrupt classes, and a complaint consultation room equipped with recording and video facilities will be established.

The Office plans to complete the ordinance amendment within the year through formal procedures including a public opinion survey in September, legislative notice and review by the Legal Affairs Committee in October, and approval by the Provincial Council plenary session from November to December.

Earlier, Lim Tae-hee, Superintendent of Gyeonggi Provincial Office of Education, expressed a strong commitment to protecting teachers' authority by firmly responding to infringements during his inauguration press conference last year. On August 16, he announced the "Comprehensive Measures for the Protection of Educational Activities in Gyeonggi Province."
