Introduction of Work Phone Numbers to Protect Teachers' Educational Activities

Support for Education Expenses for 5-Year-Old Children, Increase in Food Cost Unit Price

The Ulsan Metropolitan Office of Education will strengthen customized support starting from the second semester, including free education for private kindergartens, pilot operation of the School Violence Zero Center, and the introduction of work phone numbers for teachers.


To complete the free education program that began in 2018, the Office of Education will provide 215,000 KRW per child to 5-year-old children attending private kindergartens starting in September.


Additionally, 5-year-old children attending public kindergartens will receive extra educational support worth approximately 100,000 KRW per child.


The unit cost for food expenses will also be increased by an average of 250 KRW and supported in kindergartens, elementary, middle, and high schools from the second semester. The funds will be used to purchase healthy food ingredients such as fruits, eco-friendly and high-quality agricultural, livestock, and marine products.


The School Violence Eradication Task Force directly under the Superintendent of Education will also begin full-scale operations.


Last month, the Ulsan Office of Education launched the School Violence Eradication Task Force under the Superintendent, involving the Office of Education, education support offices, police, teachers, students, parents, and experts.


Going forward, the task force will hold regular meetings every six months to propose policies related to school violence and suggest projects to expand education for the eradication and prevention of school violence. It will also support fair handling of serious school violence cases.

In addition, the Office of Education will pilot the School Violence Zero Center from September 1 to December 31.


The School Violence Zero Center, with a project budget of 350 million KRW, will provide integrated, customized support for each victim student, including case handling, recovery from harm, relationship improvement, and legal services.


In particular, it will promote multifaceted integrated support in connection with the School Violence Eradication Task Force under the Superintendent.


To ensure that the various school violence eradication policies proposed by the task force do not become ineffective, the Office plans to actively reflect them in the School Violence Zero Center and the Student Life Recovery Support Center projects of the education support offices to implement effective policies.


To protect teachers' educational activities, urgent tasks have been prepared and supported recently in cooperation with five teacher organizations.


Specific tasks include separating students who disrupt classes and guiding them in the principal’s office or other locations, and establishing an Education Activity Deliberation Committee to prevent teachers’ legitimate educational activities from being hindered by excessive complaints.


Additionally, a ‘Teacher Rights Protection Emergency Support Team’ composed of legal experts, responsible supervisors, and counselors will be operated, along with a legal support group for protecting educational activities, and the Teacher Healing Support Center will be expanded.


To prevent teachers from receiving calls after work hours, a work phone number service will be introduced along with support for automatic call recording phones. A parent visit counseling reservation system will also be implemented, and revisions to ordinances protecting educational activities will be pursued.
