Seoul City announced on the 28th that it has additionally selected three locations?Songjeong-dong in Seongdong-gu, Mangwoo-bon-dong and Junghwa 2-dong in Jungnang-gu?as new Moa Town target sites. With this, the total number of Moa Town target sites in Seoul has increased to 70.
Moa Town is a small-scale redevelopment project by Seoul City that combines aging low-rise residential areas within 100,000㎡, where large-scale redevelopment is difficult, into one unit for improvement projects. Once designated as a Moa Town, the area benefits from various regulatory relaxations such as eased project requirements, relaxed aging and elapsed years criteria, zoning upgrades, and designation as a special architectural district.
In this review, the selection committee composed of city council members and external experts examined ▲ the presence of semi-basement houses or frequent flooding damage ▲ the necessity for redevelopment due to building aging ▲ feasibility of Moa Housing (small-scale housing redevelopment projects) ▲ concerns about resident conflicts or speculative construction ▲ and the rationality of promoting small-scale housing redevelopment projects considering other local conditions.
The three selected areas share common characteristics: densely packed aging multi-family and multiplex houses, poor infrastructure causing long-term inconvenience to residents, and a high distribution of semi-basement houses.
Songjeong-dong 97-3 area in Seongdong-gu (31,165㎡) and Junghwa 2-dong 329-38 area in Jungnang-gu (99,931㎡) are adjacent to the Jungnangcheon Stream, raising concerns about frequent flooding. Additionally, over 70% of the houses are semi-basement, and the aging rate reaches approximately 73?93%, indicating an urgent need for residential condition improvements. Mangwoo-bon-dong 354-2 area in Jungnang-gu (66,389㎡), where semi-basement houses account for 72% and the aging rate is about 87%, suffers from narrow back roads and insufficient infrastructure, necessitating improvements in living conditions and parking issues.
The three selected sites will enter full-scale projects once each autonomous district establishes a management plan, conducts public consultation with residents, and passes committee review, thereby designating the areas as 'Small-scale Housing Redevelopment Management Areas' with legal effect for Moa Town.
The city will support 70% of the costs required to establish the management plan for Moa Town designation (380 million KRW per site). The support funds will be allocated to the autonomous districts in the second half of this year, and once the management plans are established, Moa Town designations are expected to proceed sequentially from the second half of next year.
Furthermore, to block speculative demand such as share splitting, the city plans to designate and announce August 31 as the management assessment reference date for the three target sites. Two sites that applied for this public recruitment but were not selected are Yangjae-dong 374 area and Yangjae-dong 382 area in Seocho-gu.
Seoul City explained, "Although these two areas require residential environment improvements due to dense aging low-rise residential areas, they were deferred on the condition of reapplication after comprehensively reviewing the overall promotion direction for low-rise residential areas in Yangjae-dong and the appropriate boundaries between Moa Town target sites."
Han Byung-yong, Director of Seoul City Housing Policy Office, said, "Moa Town and Moa Housing are new redevelopment methods that dramatically improve severe parking shortages and insufficient infrastructure in low-rise residential areas where redevelopment is difficult, supplying quality housing. We will fully support the selected target sites to promptly establish management plans and proceed as project sites."
