Record High of 3 People 'Special Promotion'

Creating a Performance and Reward Organizational Culture

Gumi City selected 10 outstanding cases of proactive administration through a personnel committee meeting on the 8th to foster an organizational culture where "abilities are demonstrated and achievements are rewarded," granting extraordinary incentives called special promotions to the top three cases.

Since June, the city received a total of 21 cases and went through a fair and transparent process including ▲preliminary review (checking exclusion criteria and whether the case had already received proactive administration awards) ▲voting (50% employee vote, 25% citizen vote, 25% national vote, selecting 15 cases) ▲proactive administration working committee evaluation (presentations and Q&A by case managers, selecting 10 cases) ▲and personnel committee deliberation to decide the outstanding public officials and incentives.


The grand prize for the best case went to Officer Lee Jeong-gil of the Parks and Greenery Division for the project "Resolving a long-standing local resident request through land designation change of facilities green space in Namtong-dong."


This case involved continuous complaints requesting the creation of a park in the facilities green space area of Namtong-dong 24-10, where about 2,000 apartment units are located, but park development was impossible because the land was designated as farmland. This area had been designated as facilities green space since the establishment of the Gumi fuel complex in 1981, but the land designation had not been changed from farmland to park.


Officer Lee Jeong-gil actively conducted field investigations and gathered residents' opinions to verify the facilities green space designation. He searched archives for several days to find decades-old documents. To provide solid evidence, he met with the public official in charge in 1982 and obtained a fact confirmation letter. He also submitted additional supporting documents by reviewing urban management planning laws, enabling the land designation change to be completed in March. Subsequently, the park construction was swiftly carried out and completed in June, returning a space neglected for 42 years to residents as a pleasant resting area.

Additionally, Officer Jeong Mi-sook, who collaborated with LH and revised ordinances to install elevators in permanent rental apartments without elevators, and Officer Kim Young-seop, who opened the underground parking lot behind Gumi Station’s rear plaza?left unused for 10 years?this June, were honored with special promotions.


Mayor Kim Jang-ho stated, "To prevent passive administration and encourage proactive administration, we doubled the number of selected cases compared to last year and provided the largest incentives ever. Going forward, the city will grant extraordinary incentives such as special promotions and special advancements to employees who achieve significant results that citizens can feel, creating a 'high-performing organization.'"
