Victim A (in their 20s) of the "Rolls-Royce traffic accident" that occurred near Apgujeong Station in Gangnam-gu, Seoul on the 2nd has reportedly fallen into a brain-dead state from the early morning of the 5th. A was hit by a car driven by Shin Mo (28), a man in his 20s who had taken psychotropic drugs. The car owner, Shin Mo (28), is known to have never once asked if the victim's condition was okay.

According to JoongAng Ilbo on the 10th, A’s family stated, “The medical staff explained that in a brain-dead state, the maximum survival time is about a week, and even if miraculously alive, about a month, so we are preparing ourselves mentally.”
A’s family reportedly received news of the accident from the police and hospital around 11:30 PM on the 2nd, the day the accident occurred. After a long 14-hour surgery immediately following the accident, the victim’s condition seemed to improve slightly but worsened over the weekend.
A came to Seoul alone a year ago and had been working full-time at a film-related company while continuing to study for certification exams until recently.
A’s mother said, “My daughter was supposed to come home this week, but I can’t believe this.” A’s older brother expressed anger, saying, “(Shin Mo) never once asked if my sister’s condition was okay,” and “All he did was send a formal greeting through a lawyer. I don’t understand whether he feels no guilt or is only thinking about saving himself.”
If A dies, the charges against Shin will change from dangerous driving causing injury under the Special Act on the Aggravated Punishment of Specific Crimes (Special Act) to dangerous driving causing death under the same act. The crime of dangerous driving causing death can result in a sentence of life imprisonment or at least three years.
However, the Supreme Court Sentencing Commission currently recommends a sentence of 2 to 5 years as a basic term and 4 to 8 years as an aggravated term for dangerous driving causing death (Yoon Chang-ho Act). For dangerous driving causing injury, the recommendation is 10 months to 2 years and 6 months as a basic term, and 2 to 5 years as an aggravated term.
Earlier, the Gangnam Police Station in Seoul applied for an arrest warrant for Shin on charges of dangerous driving causing injury and drugged driving. However, intentionality regarding the accident was not recognized.
Shin is accused of driving a Rolls-Royce vehicle around 8:10 PM on the 2nd, crashing onto the sidewalk, and injuring a woman in her 20s, A.
Victim A suffered fractures in both legs and serious injuries to the abdomen and head. Shin tested positive for ketamine in a drug screening test at the time. Shin claims that all the drugs were medically prescribed medications.
The warrant hearing for Shin will be held at 11 AM on the 11th at the Seoul Central District Court.
