According to the Jeju Police Agency on the 9th, at around 12:37 PM, a report was received from a staff member of the Andeok-myeon office in Daepyeong Port, Seogwipo City, stating that despite the evacuation order, a fisherman was not leaving the coastal area. Police officers were dispatched to the scene, took the individual into custody, and handed them over to the coast guard.

At around 1 PM, police discovered two tourists surfing west of Samyang Beach in Jeju City. The officers instructed them to leave the water and contacted the local community center to request access control measures for the area.

Also, at around 1:20 PM in Beophwan Port, Seogwipo City, police on patrol found four residents swimming. They only came ashore after hearing the patrol car's loudspeaker broadcast.

Earlier, Jeju Province had issued an evacuation order for all coastal areas in the province starting at 9 AM that day. Accordingly, access to rocky shores, breakwaters, fishing port facilities, and coastal cliffs is prohibited, and violators are subject to a fine of up to 2 million KRW under Article 82 of the Framework Act on the Management of Disasters and Safety. However, facility personnel or those involved in safety measures such as securing vessels are exempt. In the Jeju area, 1,940 fishing vessels have completed evacuation, and entry to 12 designated beaches in the province has been completely restricted.

Meanwhile, as of 7 AM on the 10th, Khanun is moving north at 22 km/h about 70 km south of Tongyeong, Gyeongnam Province. The central pressure of Khanun is 970 hPa, and the maximum wind speed is 35 m/s, maintaining its intensity rating as 'Strong.' The 'Strong' intensity corresponds to instantaneous wind speeds of 33 to 44 m/s, powerful enough to derail a train.

There have been no casualties or property damage reported due to Khanun's approach. However, 10,373 people have evacuated from 11 cities and provinces. Among them, 6,353 evacuees are from Gyeongbuk, and 2,673 are from Gyeongnam.
