Korean Association of Certified Judicial Scriveners Launches Public Interest Legal Scrivener Group to Support Jeonse Fraud Victims in Auction and Public Sale Procedures

Certified judicial scriveners have launched support activities to assist tenants who are struggling with auction and public sale procedures due to being victims of jeonse fraud while being pressed by their livelihoods.


The Korea Certified Judicial Scriveners Association (President Lee Nam-cheol) attended the opening ceremony of the ‘Jeonse Fraud Victims Auction and Public Sale Support Center’ held on the 9th at Gwanghwamun G Tower in Jongno-gu, Seoul, hosted by the Ministry of Land, Infrastructure and Transport and the Housing and Urban Guarantee Corporation (HUG), and announced the above purpose.

In July last year, the Korea Certified Judicial Scriveners Association signed a business agreement with HUG to protect and assist the increasing number of victims of jeonse fraud cases, and formed a public interest judicial scrivener group for jeonse fraud victims consisting of about 413 judicial scriveners nationwide, conducting victim support activities centered on HUG’s regional ‘Jeonse Victim Support Centers.’


Following the enforcement of the Special Act on Support for Jeonse Fraud Victims on the 2nd of last month, the association decided to expand the existing public interest judicial scrivener group, adding 153 members, and first selected public interest judicial scriveners in the Seoul area to conduct an orientation and deploy them to the ‘Jeonse Fraud Victims Auction and Public Sale Support Center’ to begin activities.


The public interest judicial scrivener group assigned to the center provides legal consultations tailored to each victim’s individual situation, such as senior and junior tenants, eligibility for priority compensation, including applications for auction and public sale suspension or deferment, exercise of preemptive purchase rights, and tax apportionment applications to minimize damages. They will also handle the entire process from auction application to bidding and distribution on behalf of the victims.


Tenants recognized as victims by the Jeonse Victim Support Committee can apply in person at the Auction and Public Sale Support Center, the Jeonse Victim Support Centers (4 locations), HUG branches (9 locations), or the Safe Jeonse Portal. If visiting is difficult, they can directly select a preferred judicial scrivener and receive support services nearby.


In his congratulatory speech at the opening ceremony, Lee Nam-cheol, president of the Korea Certified Judicial Scriveners Association, said, “Judicial scriveners are ‘experts in everyday legal matters from birth to inheritance’ and are already participating in public interest relief activities nationwide.” He added, “This auction and public sale procedure support will also provide victims with prompt and high-quality legal services from the start of the auction, bidding, to distribution. The association will do its best to support public interest judicial scriveners through education and activity guidance.”

Meanwhile, in addition to President Lee, the opening ceremony was attended by Jeong Kyung-guk, head of the Jeonse Victim Public Interest Judicial Scrivener Group, Park Byung-seok, head of the Ministry of Land, Infrastructure and Transport’s Jeonse Victim Support Team, and Kim Ok-ju, head of HUG’s Asset Management Headquarters.
