The third-party public offering is a method to find the optimal developer through competition between the company that first expressed interest in the project and other companies. It is known to have been applied to development projects across the country.

In particular, in this public offering, Gwangju City is reported to have focused on ensuring the developer’s responsible project implementation as well as guaranteeing public interest and coexistence with the local commercial district.

Regarding this, Mayor Park emphasized, "The steps toward new changes must bring revitalization to the local economy and a better future to Gwangju and Gwangsan," and added, "The benefits and achievements of the development should be shared evenly by many citizens."

He continued, "We will actively cooperate with Gwangju City, civil society, and businesses to ensure that the newly promoted Eodeungsan development project proceeds in a direction beneficial to both the region and its citizens, and we will mobilize all administrative capabilities to support it."

He also said, "I hope the Eodeungsan Tourist Complex will become a hopeful hub that satisfies the citizens’ aspirations for a fun Gwangju, a Gwangju that people want to visit, and a harmonious Gwangju," and added, "We will contribute all our efforts so that the Eodeungsan Tourist Complex can be reborn as a future source of growth for the region within a culture of coexistence."
