Ulsan City received the 'Grand Prize' in the 'Regional Job Target Disclosure System' category and the 'Excellence Award' in the 'Regional Industry Customized Excellent Project' category at the '2023 National Local Government Job Awards.'
Accordingly, Ulsan City will receive a total financial benefit of 140 million KRW (135 million KRW for the Grand Prize and 5 million KRW for the Excellence Award).
The 'National Local Government Job Awards' is a competition started by the Ministry of Employment and Labor in 2012 to promote local governments' efforts and achievements in job creation and to raise social interest, marking its 12th year this year.
The selection process is divided into the ▲Regional Job Target Disclosure System category and the ▲Regional Industry Customized Job Creation Excellent Project category, comprehensively evaluating the previous year's job policies of 243 metropolitan and basic local governments annually to select outstanding institutions.
The 'Disclosure System category' is divided into Comprehensive Grand Prize, Category Grand Prize, Grand Prize, Excellence Award, and Special Award, while the 'Excellent Project category' is divided into Grand Prize and Excellence Award.
Evaluation consists of quantitative assessment (10%) evaluating changes in employment indicators and qualitative assessment (90%) evaluating local governments' job creation plans, execution, and outcomes.
In the 2023 evaluation, Ulsan City received high scores in areas such as ▲changes in employment indicators ▲corporate investment attraction ▲support for establishing dedicated organizations for private sector job creation ▲job creation policies considering regional characteristics.
In detailed categories, Ulsan's employment rate (ages 15?64) in 2022 was 64.7%, up 1.8% from the previous year, ranking 2nd among special/metropolitan cities in growth rate, and the youth employment rate was 40.5%, up 4% from the previous year, ranking 1st among special/metropolitan cities in growth rate.
To support job creation in the private sector, a major direction of national tasks and the 8th Ulsan-type job policy, institutional improvements such as promoting the lifting of the Greenbelt led to record-high investment attraction from companies like S-OIL and Korea Zinc, creating 5,000 new jobs.
Ulsan established five dedicated organizations for private job creation support, including the 'Hyundai Motor Support Task Force (TF) Team,' 'Petrochemical Company Support Team,' and 'Domestic Investment Attraction Team,' building a proactive, customized administrative support system for companies, such as the country's first integrated (one-stop) administrative support for establishing an electric vehicle-only factory, laying the foundation for future job creation.
Additionally, to revitalize the shipbuilding industry, Ulsan built support infrastructure such as a root industry specialized complex, promoted job policies considering regional characteristics including training skilled technical personnel, and supported settlement of companies and workers.
An official from Ulsan City said, "Last year was a year focused on establishing a support system where labor, management, civil society, and government cooperated to create a virtuous cycle between the economy, industry, and employment despite difficult employment conditions. We will continue to pursue job policies through sustainable investment attraction that overcomes crises and changes."
Among Ulsan's basic local governments, 'Buk-gu' received the 'Excellence Award' in the Regional Job Target Disclosure System category along with a financial benefit of 70 million KRW.
