Police Officer Accused of 'Bribery' Files Quasi-Appeal Claiming "PCC Raid Illegal"

A current police official under investigation by the High-ranking Officials' Crime Investigation Division (HOCID) on bribery charges has filed a quasi-appeal with the court, claiming that HOCID's search and seizure was illegal.


According to the legal community on the 25th, Kim Mo, a police superintendent identified as the recipient of the bribe, submitted a quasi-appeal to the Seoul Central District Court on the 19th regarding HOCID's search and seizure. A quasi-appeal is a system that allows one to file an objection with the court against investigative agency actions such as search and seizure.


In response, a HOCID official stated, "If the search and seizure were illegal, the court would not have issued a warrant," adding, "We will proceed according to the prescribed procedures, including submitting a response."

Earlier, Superintendent Kim was subjected to two search and seizures in February and March on suspicion of receiving 120 million won out of a promised 300 million won from the chairman of Daewoo Industrial Development in exchange for halting a police investigation last June.


HOCID confirmed circumstances indicating that he received large sums of money multiple times from other company officials and conducted a search and seizure of his residence and other locations on the 11th to secure related evidence.


It is reported that Superintendent Kim filed the quasi-appeal claiming that HOCID's search and seizure was an unjustified 'separate investigation' and requested the cancellation or modification of the seizure order.
