"Even if Assembly Notification is Submitted, Road Occupancy Permit Authority Cannot Be Excluded"
Hong Joon-pyo, the mayor of Daegu, stated on the 22nd regarding the Queer Festival, "Even if the assembly is reported, the authority to permit road occupancy is not excluded, according to an official interpretation."
On the same day, Mayor Hong said on Facebook, "According to the official interpretation by the Ministry of Government Legislation, the logic of the Daegu Police Chief at the time of the Queer Festival, that road occupancy is allowed just by reporting the assembly, is a mistaken over-regulation logic under the Moon Jae-in administration."
Mayor Hong added, "The Deputy Commissioner of the National Police Agency defended the Daegu Police Chief in an interview and induced a report by saying that if reported, it would be investigated as obstruction of assembly, so the queers reported me. Therefore, I had no choice but to file a counter-complaint representing Daegu City. I will submit related materials to the prosecution," he said.
Daegu City and the police clashed over the 'road occupancy permit' related to the Queer Culture Festival held on Jungang-ro, Daegu, on the 17th of last month. The festival organizing committee and Daegu Participation Solidarity reported Mayor Hong to the prosecution on charges of obstructing official duties. Daegu City filed complaints with the prosecution against Kim Soo-young, the Daegu Police Chief, and eight others including festival organizing committee members.
