"Bicycle Rain Damage Liability" Absurd Warning Notice in Apartment Common Areas

Controversy Over Warning Notices for Private Bicycle and Kickboard Storage
Apartment Residents Warned
3 Million KRW Fine Under Fire Safety Act

There is controversy after an apartment resident parked bicycles and kickboards in the emergency exit stairs and posted a warning saying, "You will be held liable for damages if they get damaged."

On the 19th, a post titled 'Precious items piled up in the emergency exit' was uploaded on an online community. The author, Mr. A, lamented with photos, "They say if you open the window and let the rain in on the bicycles piled up like that on the apartment stairs, you have to compensate. I've never seen a house like this in my life."

Recently, conflicts among neighbors have frequently occurred due to acts such as piling up items in common areas of apartments and other multi-family housing.

Earlier, on the 16th of last month, a story spread that someone was scolded with an unreasonable warning from the owner after removing a bicycle placed in front of an elevator in a multi-family housing complex, sparking public outrage.

The author, Mr. B, said, "There was a selfish person around me too. They parked a bicycle in front of their door, and when I removed it because it was inconvenient when getting on and off the elevator, they posted such a notice," attaching a photo.

The photo shows a bicycle parked right in front of the elevator in the multi-family housing. The warning notice behind it read, "Do not touch the bicycle carelessly! If it hits the front door and gets damaged, you will be held responsible for compensation."

The location where the bicycle was parked not only obstructs the path for elevator boarding and alighting but also has the front wheel resting on tactile paving blocks, raising concerns about the safety of visually impaired individuals.

In fact, such actions can be considered violations of fire safety laws depending on the case. According to the Fire Safety Facilities Act, apartment hallways and stairs are evacuation routes for many people during a fire, and if obstacles are found, a fine of up to 3 million won can be imposed.
