Gangbuk-gu Initiates Establishment of Moa Town Management Plan for Beondong 411 and Suyu-dong 52-1 Areas

Gangbuk-gu, Seoul (Mayor Lee Soon-hee) announced on Tuesday, the 18th, that it has appointed a Master Planner (MP) and held a kick-off report meeting to establish a management plan for the Moa Town areas of Beondong 411 and Suyu-dong 52-1.
The areas of Beondong 411 (covering 79,517㎡) and Suyu-dong 52-1 (covering 72,754.7㎡) were selected as Moa Town target sites on October 27 last year. Beondong 411 is adjacent to Opaesan Mountain and Uicheon Stream, while Suyu-dong 52-1 is near Bukhansan Mountain. Both areas are located within 1 km of Suyu Station, the central hub of Gangbuk-gu, making them highly attractive as emerging transit-oriented residential districts.
Currently, a total of 16 street housing maintenance projects are underway in the two Moa Town target areas, and additionally, five street housing maintenance zones including Beondong 447 and Suyu-dong 57 are being reviewed as potential areas to be incorporated into the Moa Town.
To promote the project, the district has applied the method of appointing and operating a Master Planner for the Moa Town for the first time in Seoul, and has been conducting a management plan establishment service since July 3. Given the nature of the project requiring simultaneous management of the two zones, it was judged necessary to set an overall direction and further guide the appropriateness of the plan.
On the 18th at 2 p.m., Professor Bae Ung-gyu of Chung-Ang University’s Department of Urban Systems Engineering was appointed as the Master Planner at the district office’s Disaster and Safety Situation Room. From that day forward, Professor Bae will lead all aspects as the Master Planner until the official designation announcement of the management areas for the two zones. Professor Bae is currently active as ▲ a member of the Moa Town Field Support Group ▲ a self-evaluation committee member for performance management at the Ministry of Land, Infrastructure and Transport ▲ and a member of the Seoul Metropolitan Government Urban Regeneration Committee. He also received the Seoul Metropolitan Government Architecture Award in 2012.
Following the Master Planner appointment ceremony on the same day, a kick-off report meeting was held for the “Establishment of a Management Plan and Designation of Management Areas for Small-scale Housing Maintenance Projects in Beondong 411 and Suyu-dong 52-1.” Attendees included Lee Soon-hee, Mayor of Gangbuk-gu, six district officials, Master Planner Bae Ung-gyu, and representatives from the service provider.
At the meeting, the establishment plan for the Moa Town management plan was discussed with topics including ▲ setting the scope of superblock review considering arterial roads ▲ directions for establishing the Moa Town management plan ▲ integrated living zone maintenance directions ▲ architectural plan proposals ▲ and integrated land use plan alternatives.
The district plans to complete the management plan by the second half of next year through the service. The completed management plan will be submitted as an agenda item to the Seoul Metropolitan Government Integrated Deliberation Committee. If the plan is approved by the committee, the two zones will be officially designated as Moa Town management areas. Once confirmed as Moa Town management areas, street block requirements will be relaxed, and special building regulations such as increased floor area ratio will be applied.
Lee Soon-hee, Mayor of Gangbuk-gu, said, “We plan to enhance the professionalism of the plans for the two zones by utilizing a Master Planner with abundant practical experience,” adding, “We will prepare a well-rounded plan to develop the area into a premium transit-oriented residential district through setting project directions that consider local characteristics and providing expert advice.”
