Gangbuk-gu Launches the ‘2050 Gangbuk-gu Carbon Neutral Green Growth Committee’

Committee Composed of 17 Members Including Experts in Climate Change and Resource Circulation

Inauguration Ceremony and First Meeting Held on the 5th at the District Office Planning Situation Room

District to Conduct Research Service on ‘Carbon Neutral Basic Plan’ in the Second Half of This Year



Launch of the '2050 Gangbuk-gu Carbon Neutral Green Growth Committee'

Seoul’s Gangbuk-gu (District Mayor Lee Soon-hee) announced on the 5th that it has launched the ‘2050 Gangbuk-gu Carbon Neutral Green Growth Committee’ to deliberate and decide on major policies and plans for carbon neutrality practice.


The ‘2050 Gangbuk-gu Carbon Neutral Green Growth Committee’ is an organization established to set the basic directions for transitioning to a carbon-neutral society and promoting green growth.


Its roles include ▲establishing the basic directions and basic plans for carbon neutral policies ▲setting carbon neutrality vision and reduction targets ▲enacting, revising, or repealing ordinances related to greenhouse gas reduction or climate crisis adaptation ▲deliberating and deciding on the results of monitoring the progress of basic plans and adaptation measures.


Following the establishment of the Presidential Committee on Carbon Neutrality (May 29, 2021) and the Seoul Metropolitan Government’s Carbon Neutral Green Growth Committee (September 7, 2022), the district prepared the ‘Gangbuk-gu Basic Ordinance on Carbon Neutrality and Green Growth for Climate Crisis Response’ and formed the committee.


According to the ordinance, the committee consists of 17 members: 8 ex officio members including Lee Bang-il, Deputy Mayor of Gangbuk-gu (Chairman), and other district officials, and 9 appointed members including Gangbuk-gu Council member Choi Mi-kyung and university professors and experts in related fields such as climate change and resource circulation.


On the morning of the 5th at 10 a.m., the district invited the appointed members to the district office planning situation room to hold the inauguration ceremony and the first meeting. The meeting proceeded with a report on the progress of carbon neutrality promotion, reports on carbon neutrality projects by sector, listening to proposals and advice, and free remarks by committee members.


During the meeting, Professor Yang In-mok of Sungshin Women’s University (Department of Clean Convergence Energy Engineering) was elected as vice-chairman. The committee members then advised and discussed topics including ▲activation plans for the private sector regarding the zero-energy building grade 1 to 5 system ▲the necessity of a realistic mid- to long-term climate crisis roadmap for residents’ participation ▲systematic analysis methods for climate crisis risk factors.


Going forward, the district plans to prepare the basic directions and vision for carbon neutrality through the committee and conduct a research service on the ‘Carbon Neutral Basic Plan,’ including greenhouse gas reduction, in the second half of this year.


Gangbuk-gu Mayor Lee Soon-hee said, “Achieving carbon neutrality requires the will of the residents to practice it, and we will provide guidelines so that residents can practice one small action for the Earth every day. We will also actively move toward ‘2050 Carbon Neutral Gangbuk’ by establishing concrete policies suited to local conditions.”
