Gangdong-gu (Mayor Lee Suhee) announced on the 5th that it has recently completed the establishment of a disaster safety response system capable of rapid response in the event of various disaster situations by newly organizing a comprehensive disaster safety situation room.


Having worked to build a field-centered disaster safety response system prioritizing residents' safety, Gangdong-gu relocated and expanded the comprehensive disaster safety situation room to the 3rd floor of the West Building of Gangdong-gu Office, enabling real-time intensive monitoring of disaster situations and expecting faster responses in the future.


In November last year, the district created a disaster response manual to establish a response system that can be immediately activated in various disaster situations and began virtual scenario drills. In the same month, as part of the Safety Korea Training, a large-scale fire simulation drill was conducted at Gangdong Kyunghee University Hospital, resembling an actual situation in a densely populated multi-use facility, and was selected as the ‘Best’ institution in the Seoul City evaluation.


In January this year, Gangdong-gu conducted the nation’s first wildfire disaster response simulation drill using the disaster safety communication network among basic local governments nationwide. In April, it carried out a fine dust emergency reduction measure response drill, and in May, a wind and flood disaster simulation drill to prepare for localized summer heavy rains, continuing regular training for various disaster situations.


Additionally, daily communication (radio) drills using disaster safety communication network terminals are conducted among collaborating departments and related organizations, establishing a real-time communication system between the comprehensive situation room, CCTV integrated control center, and related agencies.


Free experiential education is also provided so that residents can physically learn various disaster situations and respond quickly when an actual disaster occurs. The ‘Visiting Safety Experience Education’ program allows residents to directly experience natural and social disaster situations such as ship safety, earthquakes, typhoons, fire extinguishers, fire evacuation, and emergency escape devices. In the first half of the year, it was conducted at Gwangnaru Safety Experience Center, Korea’s first disaster experience center, and in the second half, subway experiences directly related to the daily lives of metropolitan residents will be added.


Following the enforcement of the Serious Accident Punishment Act and the continuous occurrence of various industrial accidents, experiential industrial safety education is also being strengthened. In particular, in March, the district signed a safety experience education business agreement with Samsung Engineering to utilize the excellent facilities and educational know-how of the Samsung Engineering Safety Experience Center (located in Sangil-dong), which is constructed similarly to actual construction sites. The education target has been expanded to 752 people, including district office employees and workers from small and medium-sized construction companies, offering 23 programs such as plant safety, rotating machinery, lifting operations, and working at heights.


Furthermore, in collaboration with Seoul City, the ‘Smart Seoul Safety Network (Integrated Platform)’ has been established to share video information from the integrated control center with 112 and 119 situation rooms. By linking with the data platform, disaster information will be shared with residents in real time, securing golden time for safety through rapid response to various incidents such as accidents, fires, and missing persons.

In addition, to focus on safety management for vulnerable groups such as children, women, and the elderly, the district has received high praise from residents through meticulous customized safety response projects tailored to the target groups, including ▲creating safe school routes for children ▲installing women’s safe delivery boxes and safe return paths ▲distributing emergency bells to elderly living alone ▲providing throwable fire extinguishers to residences of the elderly and infirm ▲supporting crime prevention items for households with high risk of residential intrusion.


Lee Suhee, Mayor of Gangdong-gu, stated, “Since residents’ safety is the top priority, we will make every effort to prevent various disasters and safety accidents through the establishment of a disaster response system.” She added, “Going forward, the district will continue to build a dense social safety net to protect the lives and safety of residents and respond proactively.”
