The Seocho District Council (Chairman Oh Se-cheol) concluded the 1st regular meeting after 27 days with the 4th plenary session held on the 27th.
During this period, the council handled a busy schedule reviewing the first supplementary budget of the year, the 2022 fiscal year settlement, and the approval of contingency fund expenditures.
2023 Supplementary Budget Confirmed at Approximately 91.9 Billion KRW
Regarding the 2023 supplementary budget submitted by the Seocho District Office, the relevant standing committees reviewed it from the 5th to the 8th, and the Budget and Accounts Committee (Chairman Lee Hyung-jun) conducted its review from the 12th to the 14th. As a result, the council increased the budget by 100 million KRW for the designation and operation of the Seocho District Carbon Neutral Support Center, reduced 350 million KRW for projects including the Integrated Household Pleasant Orchestra, and reflected the remaining balance of the reduced expenditure budget into the contingency fund for disaster and emergency purposes, finalizing a supplementary budget totaling approximately 91.9 billion KRW.
2022 Fiscal Year Settlement and Approval of Contingency Fund Expenditure Passed as Proposed
The council reviewed the 2022 fiscal year settlement from the 15th to the 20th by standing committees and then conducted the Budget and Accounts Committee review (Chairman Yoo Ji-woong) from the 21st to the 26th based on the results of the relevant committees. There were in-depth inquiries and requests for improvements from council members regarding whether the budget was efficiently executed according to its original purpose. The final approved settlement amount on the 27th was based on the 2022 fiscal year budget current amount: general account revenue of 1.0543 trillion KRW, expenditure of 799.8 billion KRW / special account revenue of 65.7 billion KRW, expenditure of approximately 23.3 billion KRW.
There were also 5-minute free speeches by council members Lee Eun-kyung, Ha Seo-young, and Lee Hyung-jun.
First, Councilor Lee Eun-kyung pointed out that unlike other districts, Seocho District lacks a specialized support institution for individuals with borderline intellectual disabilities, and that the current ordinance limits support to those under 19 years old, creating a policy blind spot. She urged the establishment of a Borderline Intellectual Disability Support Center to operate customized programs for each life cycle and to improve the age restriction regulations for support eligibility.
Next, Councilor Ha Seo-young requested the expansion of the "Seocho Eco Shelter," currently operating in six existing children’s and neighborhood parks, to bus stops with high user density.
She also proposed incorporating smart technologies such as air purification facilities, health checkers, and public Wi-Fi services, prioritizing installation in areas with a high elderly population.
Lastly, Councilor Lee Hyung-jun pointed out discrimination among members of the National Assembly at a recent district event, requesting the executive branch to refrain from preferential treatment that violates fairness toward specific members. He also urged minimizing video greetings when members of the National Assembly do not attend events and called for the establishment of a fair protocol manual.
