Ulsan City Goes 'All In' on Next Year's Core Projects... Targeting Ministry of Economy and Finance for National Funding

What are the key projects that Ulsan City is focusing all its efforts on to secure national funding for next year?


Ahn Hyo-dae, Deputy Mayor for Economic Affairs of Ulsan City, plans to actively advocate for the inclusion of next year’s national budget projects by visiting the Ministry of Economy and Finance again on June 21, following his visit in May.


This visit was arranged to build a sufficient consensus with the review departments on the necessity of project implementation ahead of the Ministry of Economy and Finance’s second review, which will focus on new projects starting in early July.


On the 21st, Deputy Mayor Ahn will visit eight major review departments from 10 a.m., including the Climate and Environment Budget Division, Land and Transportation Budget Division, Industry, Small and Medium Venture Budget Division, Agriculture, Forestry and Marine Budget Division, Research and Development Budget Division, Information and Communication Budget Division, Welfare Budget Division, and Safety Budget Division.


At this meeting, he will explain the justification for national funding support for key projects in the Ulsan region and request that they be reflected as much as possible in the 2024 national budget.


The key projects in the Ulsan region, as new projects, include nine items: ▲ Ulsan Chemical Recycling (Depolymerization) Testbed Construction Project ▲ Ulsan National Industrial Complex Underground Pipeline On-site Safety Management System Construction ▲ Hydrogen Construction and Industrial Machinery Evaluation Platform Construction Project ▲ Removal of Flammable Substances in Mountainous Adjacent Areas around the Petrochemical Complex ▲ Urban Garden Infrastructure Construction Project ▲ Commercialization of Multi-omics Based Personalized Diagnosis and Treatment Technology for Intractable Cancers ▲ Yeongnam Region Manufacturing AI Convergence Foundation Project ▲ Construction of the Second Memorial House at Ulsan Sky Park ▲ Comprehensive Maintenance Project for Flood and Wind Disaster Living Zones in Seosaeng District.


In particular, Ulsan City plans to firmly maintain the budget for new projects reflected in the central government departments during the Ministry of Economy and Finance’s review stage.


Additionally, for major ongoing projects, three items will be proposed: ▲ Plastic Recycling & Upcycling Demonstration Support Center Construction Project ▲ 3D Printing Convergence Technology Center Construction ▲ Expansion of Ulju Beomseo to Gyeongju City Boundary (National Road No. 14).


Deputy Mayor Ahn emphasized, “Given the government’s stance on maintaining sound fiscal policy and the expected decrease in tax revenue, it is difficult to include new projects in next year’s government budget. It is more important than anything else to ensure that the budgets for new projects prepared by central government departments are not cut during the Ministry of Economy and Finance’s review stage, and it cannot be overstated how crucial it is to focus our efforts on the Ministry of Economy and Finance to achieve this.”


Ulsan City plans to actively pursue national funding by frequently visiting the Ministry of Economy and Finance and the National Assembly until the end of August, when the Ministry’s budget review is scheduled, to ensure that Ulsan’s new projects are reflected as much as possible in the government’s budget proposal.
