Re-promotion of Guro Vehicle Depot Relocation

The Guro Vehicle Depot relocation project will be re-promoted.


Guro-gu (Mayor Moon Heon-il) held a ‘Resident Briefing Session on the Promotion of Guro Vehicle Depot Relocation’ at 7 p.m. on the 13th in the audiovisual room of Guil High School, expressing its determination to re-promote the project.


This briefing session was organized to explain to residents the follow-up plans after the Ministry of Economy and Finance’s Fiscal Project Evaluation Committee did not approve the Guro Vehicle Depot relocation project on May 9 due to lack of feasibility, and to listen to residents’ opinions and suggestions.


About 250 people attended the session, including Mayor Moon Heon-il of Guro-gu, National Assembly member Yoon Gun-young, Kim Yong-tae, the People Power Party’s Guro-gu district committee chairman, city and district council members, project officials, and residents, all urging the swift re-promotion of the Guro Vehicle Depot relocation project in unison.


Mayor Moon Heon-il stated in a position paper, “Immediately after the cancellation of the Guro Vehicle Depot relocation, on May 16, I visited the Ministry of Land, Infrastructure and Transport with city and district council members to lodge a protest,” adding, “I conveyed the deep distrust and anger of our residents toward the government, which is reaching a boiling point.”


He continued, “Although Guro-gu actively complied with and cooperated on the Ministry of Land’s requests, we criticized the Ministry’s lukewarm approach to promoting the vehicle depot relocation project, asserted the necessity of relocating the Guro Vehicle Depot, and secured a promise to re-promote the project.”


He further emphasized, “Learning from the case of Gwangmyeong City, it is necessary to re-promote the project through new methods to prevent it from failing. Guro-gu City Hall will take the lead as a central point to unite efforts.”


First, the district will allocate an emergency budget to proceed with a feasibility study for the re-promotion of the Guro Vehicle Depot relocation and plans to actively propose the inclusion of the project in the 5th National Railroad Network Construction Plan to the Ministry of Land based on the study results.


In particular, the study will conduct a comprehensive diagnosis and feasibility review of the Guro Vehicle Depot relocation, search for alternative sites, and prepare strategies to persuade other local governments.

Re-promotion of Guro Vehicle Depot Relocation

Additionally, to review alternative route relocations and improve project viability (B/C), a task force (TF) consisting of top experts in fields such as railroads, urban planning, architecture, transportation, project financing, finance, and law will be operated.


Alongside this, a public-private-government consultative body involving residents will be formed to share the project re-promotion process and enhance cohesion.


Mayor Moon Heon-il said, “We will consult with related organizations on cost reduction, benefit enhancement measures, and alternative site reviews to re-promote the Guro Vehicle Depot relocation project,” adding, “We will unite Guro-gu’s capabilities to ensure the successful relocation of the Guro Vehicle Depot.”
