Police Agency: "Breaking Customs and Establishing a Culture of Proactive Administration"
The National Police Agency announced on the 13th that it has selected 86 police officers who performed proactive and preemptive duties as the '2023 First Half Proactive Administration Meritorious Awardees.'

On the same day at 10:30 a.m., Yoon Hee-geun, Commissioner of the National Police Agency, held a special promotion appointment ceremony at the Police Agency in Seodaemun-gu, Seoul, and promoted 16 of the 86 outstanding public officials by one rank each for their exceptional achievements.
The proactive administration award system is designed to encourage public officials to work confidently based on autonomy and responsibility without being bound by regulations or customs. To establish a culture of proactive administration, the National Police Agency grants benefits such as special promotions and salary increases to 200 people annually. This time, 24 people received special salary increases, while 16 and 20 people received special promotions and shortened service promotion periods, respectively.
The main achievements were cases where existing regulations and customs were actively improved.
Choi Dong-guk, Sergeant of the Jeonbuk Police Agency, secured the nation's first permanently assignable observation beds through consultation with local communities and established a system that integrates trauma treatment, and was specially promoted to Inspector.
A riot police officer, whose main duty is managing assemblies and demonstrations, arrested a suspicious voice phishing collector on site during vacation and days off. Park Young-geun, Police Sergeant of the Gwangju Police Agency, who arrested five voice phishing criminals over four months through proactive investigation activities, was promoted to Sergeant.
Jung Seok-hyun, Police Sergeant of the National Police Agency, improved the custom of automatically assigning most complaints about violations of the Automobile Management Act received through the National Petition System to the police, even though many were not subject to punishment. He was promoted to Sergeant after supplementing the system to prevent citizens from being indiscriminately registered as suspects.
The National Police Agency plans to share these excellent cases with all employees and expand the achievements through institutionalization.
Commissioner Yoon Hee-geun said, "I appreciate your efforts to actively work for the people by overcoming unnecessary customs and regulations," and urged, "I hope you will continue to strive so that a culture of proactive administration that the public can feel takes root in the police."
