Seocho-gu is introducing a ‘Smart Civil Application System’ to reduce waiting times for civil petitioners and improve work efficiency.


Seocho-gu (Mayor Jeon Seong-su) will operate an ‘Electronic Civil Application Form Service’ using smartphones and QR codes instead of paper for various civil complaint reports starting from the 15th.


This service allows civil petitioners to easily handle tasks by calling up pre-filled forms and information via QR codes on their smartphones when applying. Seocho-gu is the first local government nationwide to enable application form completion on civil petitioners’ smartphones through QR code access.


To explain the procedure in detail, a civil petitioner visiting the district’s OK Civil Service Center (Civil Service Office) sends the URL of the civil application form via a QR code located at the form completion desk using their smartphone during waiting time, fills out the relevant application form, and then scans the generated QR code with a reader. The electronic civil application form is then transmitted to the computer of the civil service officer at the counter. When it is their turn, the officer processes the application while sharing the pre-filled form and information.


The main target tasks include over 70 types of change and report tasks such as general restaurant registration and telecommunication sales business registration. For example, when registering for telecommunication sales, civil petitioners can reduce the hassle of repeatedly filling out the same information on paper by completing the electronic civil application form and immediately transmitting it to the officer’s computer, thereby shortening the processing time.


The district expects that this service introduction will reduce paper usage, achieving ‘eco-friendliness’ and ‘budget savings.’ Additionally, civil petitioners will benefit from ‘time savings’ due to reduced processing time, and civil service counter staff will experience increased ‘work efficiency’ as automatic computerized processing is possible without scanning application forms.


The system has completed security compliance verification for personal information protection, allowing civil petitioners to use it with confidence.


The district plans to operate civil service guides and provide instruction notices to help civil petitioners easily complete electronic civil application forms.

Meanwhile, since the 25th of last month, the district has established a ‘Real-Time Mobile Satisfaction Survey System’ to conduct civil service satisfaction surveys. Based on the survey results, the district not only immediately reflects improvement factors in related departments’ responses but also expects to help enhance service quality.
