Dobong-gu (Mayor Oh Eon-seok) submitted a supplementary budget proposal totaling 63.3 billion KRW to the Dobong District Council in June 2023 to promote daily life recovery following the transition to the COVID-19 endemic, enhance local vitality, expand the Dobong-style welfare system for public livelihood stabilization, and ensure residents’ safety.
The funding for this supplementary budget was secured despite difficult conditions such as declining local tax revenues due to unstable economic conditions and falling official land prices, through the use of net surplus funds from the 2022 settlement and adjustments to expenditures on underperforming projects.
The main directions for the 2023 Dobong-gu first supplementary budget are ▲ stabilization of public livelihood and revitalization of local communities ▲ establishment of a robust social safety net ▲ healthy recovery of daily life post-COVID-19 ▲ reinforcement of urban infrastructure in preparation for climate change.
A total of 5.8 billion KRW was allocated to stabilize public livelihood and revitalize local communities. The Seed Cube Changdong, scheduled for completion in July, will house an incubation center and a youth startup support center to actively support young people in realizing their entrepreneurial dreams and settling locally. Additionally, a ‘Social First Step Support Fund’ will be provided to Dobong-gu youth born in 2004 who are taking their first steps into society, serving as a springboard toward their dreams and goals as adults. Furthermore, projects to improve traditional market environments and support costs for reconstruction safety inspections will be implemented to invigorate the local economy and reconstruction market.
A total of 6.3 billion KRW will be invested to build a dense social safety net. In particular, lifecycle support will be expanded to overcome the nationally recognized issue of low birthrate.

First, support will be provided for group insurance enrollment for approximately 1,000 pregnant women residing in Dobong-gu, and 1 million KRW per person will be paid for postpartum care expenses to mothers who have given birth. Additionally, starting with the opening of the first Seoul-style Kids Cafe in Dobong-dong in the second half of this year, efforts will be made to establish a second Kids Cafe in Changdong.
A budget of 3.5 billion KRW has been allocated to build cultural and leisure infrastructure for the prompt recovery to a healthy daily life after COVID-19. Improvements to the soccer field at Darakwon Sports Park and the badminton court at Choansan will allow residents to enjoy community sports in a safer and more pleasant environment. New facilities such as the Darakwon baseball practice field and Jungnangcheon park golf course will be established to enable residents to engage in a variety of recreational sports activities.
To ensure residents’ safety and resolve daily inconveniences, 9.7 billion KRW has been allocated. 1.8 billion KRW will be invested in the maintenance of the Jungnangcheon embankment road, 3.9 billion KRW for the upkeep of key local infrastructure such as sewage, rivers, and roads, and 170 million KRW for the installation of protective fences in children’s safety zones, aiming to promptly address residents’ safety and daily inconveniences.
In addition, amid growing concerns over heavy rain and heatwaves this summer due to abnormal weather and El Ni?o, an additional 15.8 billion KRW has been allocated as a contingency fund for disaster and emergency purposes to thoroughly prepare for urgent situations in the second half of the year.
Mayor Oh Eon-seok of Dobong-gu stated, “This supplementary budget proposal focuses on protecting vulnerable groups suffering from the economic downturn, such as small business owners and self-employed individuals, and prioritizes budgets for the youth, the future generation of the region. We will strive to swiftly execute the budget once confirmed to revitalize the stagnated local community.”
The first supplementary budget proposal submitted by Dobong-gu is scheduled to be reviewed and approved by the Dobong District Council starting June 8, with final confirmation expected on June 23.
