Budget Reduction for Duty Allowance and Minimizing Work Gaps, Administrative Innovation

Establishment of Unified Situation Management and Response System in Main Office Duty Room

Gumi City in Gyeongbuk Province, as part of its work innovation efforts, will abolish on-duty shifts at administrative welfare centers in towns, townships, and neighborhoods, as well as at city-affiliated offices, excluding the main office, and unify situation management and response systems at the main office duty room.

The city decided to abolish on-duty shifts reflecting the changed administrative environment, such as the installation of unmanned security systems at each building and the establishment of an emergency contact system, as well as the ability to quickly disseminate information using mobile devices.


Accordingly, by abolishing on-duty shifts, the city aims to minimize work gaps caused by compensatory leave, enhance work continuity, create a work environment focused on core tasks, and improve the quality of public administrative services. Additionally, the budget previously spent on annual on-duty allowances will be redirected to areas that citizens can directly feel the benefits.


To dispel concerns about the potential decline in civil service quality due to the abolition of on-duty shifts, the city plans to prevent complaints in advance through thorough preventive activities for major recurring complaints and will continue to implement immediate response duties to provide seamless administrative services.


Mayor Kim Jang-ho stated, “In the event of various situations, we will establish a rapid and accurate communication system through a unified situation management system at the main office duty room and minimize citizen inconvenience through cooperation with related organizations.”


Since the launch of the 8th elected administration, Gumi City has been leading administrative work innovation through initiatives such as discarding unnecessary tasks, holding standing meetings without formalities, and announcing innovative personnel operation plans, and plans to do its best to open a new era of hope for Gumi through substantial changes.
