Seocho District Council Begins Review of Supplementary Budget Proposal

Review of the 1st 2023 Supplementary Budget Proposal, 2022 Fiscal Year Settlement Proposal, and Questions on District Administration

Chairman Oh Se-cheol: “Given the difficult times, we will thoroughly scrutinize the urgency of the budget and the effectiveness of policies.”



The Seocho District Council (Chairman Oh Se-cheol) held the 1st regular session of the 327th meeting on the 1st and began a 27-day schedule.


This regular session will review the 1st supplementary budget proposal for 2023 revenue and expenditure, conduct questions on district administration, and review the 2022 fiscal year settlement and approval of contingency expenditure.


At the 1st plenary session held on the 1st, Chairman Oh Se-cheol gave the opening remarks, followed by Seocho District Mayor Jeon Seong-su’s administrative speech and a proposal explanation on the 1st supplementary budget proposal for 2023 revenue and expenditure (hereinafter referred to as the supplementary budget).


The total amount of the supplementary budget submitted by Seocho District Office is approximately 91.9 billion KRW, an increase of 26.6 billion KRW from last year’s supplementary budget of 65.3 billion KRW.


Subsequently, the council passed the resolution to form the Budget and Accounts Special Committee and appointed its members. The appointed committee members include Chairman Lee Hyung-jun, Vice Chairman Kim Ji-hoon, and councilors Ahn Jong-suk, Park Mi-jung, Go Seon-jae, Kim Seong-ju, Ahn Byung-du, Park Jae-hyung, and Shin Jeong-tae.

Additionally, the session included 5-minute free speeches by Councilors Oh Ji-hwan and Kim Seong-ju. Councilor Oh Ji-hwan pointed out that most of the bridge safety inspections conducted in February and April were visual inspections. He urged that more detailed safety inspections be conducted with various experts in fields such as pavement and coating conditions, drainage facility damage, and pier cracks to ensure thorough disaster prevention.


Councilor Kim Seong-ju, based on legal advisory results, criticized the ‘Three Strikes Out System for Construction Sites’ as an excessive administrative action exceeding the authority delegated by the higher law, the Noise and Vibration Control Act. He emphasized procedural fairness and principled administration in regulation and called for improvement of the ‘Three Strikes Out System for Construction Sites,’ which restricts residents’ rights without legal grounds.


Furthermore, the council handled matters including ▲request for attendance of the district mayor and related officials ▲Ordinance on Protection and Support for Civil Service Officers in Charge of Civil Complaints in Seocho District, Seoul ▲Partial amendment to the Ordinance on Travel Expenses for Local Public Officials in Seocho District, Seoul ▲Partial amendment to the Ordinance on Installation and Operation of Libraries in Seocho District, Seoul ▲Ordinance on Installation and Operation of the Civil Service Office in Seocho District, Seoul ▲Ordinance on Insurance Subscription and Support for Electric Mobility Aids for the Disabled in Seocho District, Seoul ▲Partial amendment to the Ordinance on Management of District-Owned Properties and Goods.


Chairman Oh Se-cheol said in his opening remarks, “Through the review of the supplementary budget and settlement proposals, we will carefully examine the urgency of the budget and the effectiveness of policies relative to the budget,” and added, “I hope both council members and the executive branch will do their best to be a source of strength and comfort to the residents going through difficult times.”


The Seocho District Council will start with general agenda items on the 2nd, review the supplementary budget from the 5th to the 14th, and review the settlement proposal from the 15th to the 26th. The supplementary budget and settlement proposals will be finalized at the 4th plenary session on the 27th after going through the relevant standing committees and the Budget and Accounts Special Committee based on their review results.
