Attempted Illegal Filming of Colleague at a Middle School in Jeonnam
Denies Charges but Confesses After Fingerprints Found
A male teacher in his 30s was fined after being caught attempting to illegally film a fellow teacher at a staff residence of a middle school in Jeonnam.
According to the legal community on the 4th, the Jeonju District Court Gunsan Branch Criminal Division 2 (Presiding Judge Kang Dong-won) sentenced middle school teacher A, who was tried on charges of attempted violation of the Special Act on the Punishment of Sexual Crimes, to a fine of 7 million won. He was also ordered to complete 40 hours of a sexual violence treatment program.

Mr. A was prosecuted for attempting to secretly film a female teacher showering through a window at a staff residence of a middle school in Jeonnam in June of last year.
The victim, who was showering at the time, reportedly heard the sound of someone opening a ventilation window on the corridor side and filming with a mobile phone, and immediately reported it to the police.
The police confirmed through closed-circuit television (CCTV) that no one had entered or exited the residence at the time of the crime, and began investigating residents of the residence as suspects. Through the investigation, Mr. A was identified as the suspect. It was found that Mr. A lived in the unit directly above the victim’s in the same residence.
Mr. A denied the charges during the first police investigation but admitted to them after his fingerprints were found on the window and other locations. It was confirmed that his mobile phone contained footage of the attempted illegal filming that was not completed.
The police reported Mr. A’s misconduct to the education authorities, and he was immediately suspended from his position.
The court stated, "The victim must have experienced considerable mental distress and sexual humiliation," and added, "The fact that Mr. A committed the crime while being a teacher responsible for properly guiding students makes the degree of blame even greater."
However, the court explained the sentencing by considering that "the crime was only attempted, the victim expressed a wish not to punish Mr. A during the investigation process, and Mr. A showed remorse in court."
Neither the prosecution nor Mr. A appealed, so the sentence was finalized as is.
