Applications for Jeonse Fraud Victim Determination Accepted and Damage Investigations Conducted, Free Legal Consultation Provided
Yangcheon-gu (District Mayor Lee Gi-jae) announced that starting this month, it has opened the ‘Jeonse Damage Support Center’ on the first floor of the district office building to provide one-stop support for tenants who have suffered from jeonse fraud, and is currently accepting applications for damage relief.
With the ‘Special Act on Support for Jeonse Fraud Victims’ coming into effect on June 1, the key to receiving support is to be promptly designated as a ‘Jeonse Fraud Victim.’ Accordingly, the district quickly opened the center and began accepting support applications from the 1st of this month, with 12 cases currently being processed.
When an application for determination as a jeonse fraud victim is received from a tenant who suffered damage, the center conducts an investigation of the damage and verifies eligibility for support under the Special Act. The investigation results are then reported to the Ministry of Land, Infrastructure and Transport through the Seoul Metropolitan Government. The decision on victim status is made by the Jeonse Fraud Victim Support Committee of the Ministry of Land, Infrastructure and Transport through review and resolution, and the tenant is notified within 60 days.
To be designated as a ‘Jeonse Fraud Victim’ under the Special Act, the tenant must have completed the handover of the housing and moved in with a confirmed registration date, and meet four conditions: a lease deposit of 500 million KRW or less, multiple tenants affected, deceptive acts by the landlord or others, and an intention to default on the return of the deposit. Once designated as a victim, support such as financial assistance, auction and public sale procedures, credit recovery, and emergency welfare support can be provided.
Residents wishing to report jeonse damage should submit a copy of the lease contract, a copy of their ID, a consent form for personal information provision and inquiry, and a resident registration abstract, along with documents verifying the damage such as ▲the landlord’s bankruptcy declaration or personal rehabilitation commencement decision ▲execution order confirmation documents ▲lease registration documents ▲and a damage statement to the Jeonse Damage Support Center in the Real Estate Information Division on the first floor of the district office.
Additionally, the district has appointed five professional lawyers to operate a ‘Free Legal Consultation’ service every Wednesday at 10 a.m. in the consultation room on the first floor of the district office for tenants affected by jeonse fraud. The district also plans to provide psychological counseling support services in cooperation with the public health center.
Lee Gi-jae, Mayor of Yangcheon-gu, stated, “With the enactment of the Special Act, an institutional foundation for supporting victims of jeonse fraud has been established. We will make every effort to ensure that as many victims as possible receive prompt relief by fully supporting the procedural processes.”
