Guidelines Established for Jeonse Fraud Victims... Launch of 'Jeonse Fraud Victim Support Committee'

Composed of Experts from Various Fields Including Housing Lease, Law, and Consumer Protection

The Ministry of Land, Infrastructure and Transport announced that it will form the 'Jeonse Fraud Victim Support Committee' and hold the inauguration ceremony and the first committee meeting on the afternoon of the 1st.


The Ministry has been preparing procedures such as victim reception and committee member selection in parallel with the enactment process of the special law to provide prompt support to victims.


On the day of the special law's promulgation and enforcement, the first meeting will be held to discuss the review guidelines for victims of Jeonse fraud as a report agenda, and as resolution agendas, the committee operation plan and the preliminary reception cases conducted by local governments such as Incheon and Busan for urgent suspension or postponement of auctions and public sales will be reviewed.


The committee will consist of a total of 30 members, including one chairperson, and the term of office for members is two years.


The 25 civilian members include 8 legal experts such as former judges and prosecutors, 7 experts in the housing lease field such as judicial scriveners, appraisers, licensed real estate agents, tax accountants, and certified public accountants, 7 academic experts in housing leases, 3 individuals with experience in public interest activities such as consumer protection, and executive-level officials from the Ministry of Economy and Finance, Ministry of Justice, Ministry of the Interior and Safety, Ministry of Land, Infrastructure and Transport, and Financial Services Commission.


The chairperson appointed is Choi Wanju, former Chief Judge of the Seoul High Court. Chairperson Choi has acquired expertise and practical experience through a long legal career and was designated as a senior judge handling numerous civil cases.


Tenants suffering from Jeonse fraud can apply for a Jeonse Fraud Victim Determination at the city or provincial office with jurisdiction over their residence (reception offices attached). Each city or province will complete the investigation within 30 days, and the committee plans to make a decision within 30 days to process the cases as quickly as possible.


Won Heeryong, Minister of Land, Infrastructure and Transport, said, "I ask the committee members to conduct in-depth and prompt deliberations based on their expertise and wisdom in each field to reduce the difficulties of the victimized tenants as soon as possible."
