China's Xi Jinping's 'Self-Reliance in Technology' Nationwide Publication... Countering US Semiconductor Offensive

Amid the semiconductor war unfolding between the United States and China, the People's Daily reported on the 29th that the Chinese Communist Party recently published a collection of writings by Chinese President Xi Jinping emphasizing self-reliance and self-strengthening in science and technology.


According to the report, the collection includes 50 manuscripts by President Xi on the theme of scientific and technological self-reliance and self-strengthening, with some writings being made public for the first time through this publication.

President Xi has continuously emphasized self-reliance and self-strengthening in science and technology as the U.S. moves to exclude China from the advanced semiconductor supply chain.


Earlier, in March, at a meeting reviewing bills with the Jiangsu delegation of the National People's Congress (NPC), he stated, "Whether we can fully build a socialist modern power as planned depends on self-reliance and self-strengthening in science and technology," adding, "In fierce international competition, to pioneer new fields and new tracks, we fundamentally need to rely on scientific and technological innovation."


In the same month, at a meeting of the NPC delegation from the military and armed police units held in Beijing, he also stressed, "We must accelerate high-level scientific and technological self-reliance and self-strengthening," emphasizing that the defense science and technology industry should further contribute to the direction of 'Strong Army Victory' (强軍勝戰).


Alongside this, President Xi decided to establish the Party Central Science and Technology Commission during the Two Sessions (the National People's Congress and the Chinese People's Political Consultative Conference) in March, expressing his intention to personally encourage breakthroughs in core technologies such as semiconductors.


The publication of this collection related to scientific and technological self-reliance is interpreted as a move to urge efforts toward technological independence amid the deepening 'semiconductor war' between the two countries, including China's semiconductor equipment export restrictions, aiming to overcome the U.S. supply chain exclusion offensive.
