Ministry of Land, Infrastructure and Transport Improves Regulations... Bicycle Carriers Can Be Installed on Vehicle Connection Devices

Regulatory improvements are being promoted in six areas of the Ministry of Land, Infrastructure and Transport, including allowing the installation of bicycle carriers for connection devices on automobiles and deleting the obligation to return temporary operation permits.


The Ministry of Land, Infrastructure and Transport announced on the 26th that it plans to promote regulatory improvements in six areas through the review and resolution of the Land, Infrastructure and Transport Regulatory Reform Committee.


The Ministry will improve regulations to allow the installation of bicycle carriers on connection devices, which have been restricted for safety reasons as they are used for towing automobiles. It plans to establish certification standards for tuning parts for bicycle carriers for connection devices by June 2024 to ensure safety.


When registering a newly registered vehicle that has received a temporary operation permit for new registration applications, new/temporary inspections, or exhibitions, both the operation permit and temporary license plate had to be returned in the past. However, going forward, only the temporary license plate, which has concerns about misuse, will be returned without returning the operation permit, simplifying the procedure.


For elevators, a plan is being promoted to exempt the installation of smoke exhaust facilities when smoke control facilities are installed. This is to improve conflicting parts between elevator fire safety standards and building-related standards. Revisions related to the return of temporary license plates and elevator standards are planned to be promoted by the end of this year.


Additionally, the Ministry plans to include transfer centers in city and county planned facilities, expand the application of special cases for unmanned aerial vehicles to public institutions, and propose institutional improvements to prevent damages to regional housing cooperatives.


The Ministry expects that these tasks, prepared through mid- to long-term review, will resolve inconveniences in corporate activities caused by excessive standards and procedures.
