At the workshop, presentations on research topics regarding the expansion of local revenue and the development of local taxation by city and county were made, followed by evaluations and awards.

The city presented a research topic titled “Measures to Increase Non-Tax Revenue through the Activation of Donggang Neureoji Observatory Tourism” and received the Encouragement Award.

The city announced a phased promotion plan for the Neureoji Observatory tourism activation project according to local tourism infrastructure linked to non-tax revenue and tourist trends.

It received favorable evaluations for detailing the non-tax revenue outlook and the effects on revitalizing the local economy through this.

“Neureoji” is a pure Korean word expressing the shape of sand accumulated and stretched long as water flows.

Located in Okjeong-ri, Donggang-myeon, the Neureoji Observatory is a tourist attraction where visitors can view the water meander resembling the “Korean Peninsula terrain” of the lower Yeongsan River, and it was built in June 2016 with four floors (about 20m high).

Compared to the Donggang River in Yeongwol, Gangwon-do, famous for its Korean Peninsula terrain, Donggang Neureoji boasts a wider river width of over 500 to 600 meters, offering a larger and more magnificent landscape.

From June to July, a hydrangea path displaying colorful and splendid hues beautifully unfolds, attracting continuous visitors. The hydrangea flower path has been created since 2018, led by Donggang residents.

The hydrangea flower path lined on both sides of the 300m section up to the observatory entrance and the Neureoji Observatory were selected as one of the “Top 10 Naju Tourism Attractions” to lead Naju’s tourism vision of 5 million visitors by 2026 during the 8th local government term.

The city plans to develop the Neureoji Observatory into a tourist attraction in the lower Yeongsan River area through phased projects such as “Donggang Neureoji Observatory Tourism Activation” (2022?2024), “Yeongsan River Green View Design Observatory Installation” (2024?2030), and “Yeongsan River Neureoji Bicycle Path Improvement Construction” (2022?2023).

Among these, the Donggang Neureoji Observatory tourism activation project plans to transform the observatory area into a cultural park boasting pristine ecological scenery by securing parking lots, installing playground facilities, outdoor performance halls, rest areas, cafes, expanding the hydrangea flower path, and planting seasonal flowers.

Mayor Yoon Byung-tae said, “The Neureoji Observatory tourism activation project will be linked with the construction of the Namdo Uprising History Museum and the integrated river project of the Yeongsan River Naju district to create a tourism belt, transforming it into a resort, leisure, and stay-type tourism complex utilizing the beautiful scenery.”

He added, “I applaud the passion and hard work of the tax department staff who achieved meaningful results through discovering and presenting research topics even during their work.”
