On the same day, President Yoon held a luncheon meeting with 199 chairpersons of city, county, and district councils at the Blue House State Guest House, saying, "To overcome the crisis of population decline and regional extinction, regions must discover and nurture growth engines with comparative advantages on their own."

In particular, President Yoon emphasized cooperation between the central and local governments. He added, "The government will do its best to ensure that advanced industries and culture can flourish in the regions," and "The central and local governments must become one team and unite all capabilities as one."
He also shared the direction of the Yoon administration's three major reforms in education, labor, and pensions. President Yoon said, "In education, diversity is needed to provide various opportunities for people to learn in fields they are interested in, rather than uniform education," adding, "For this, schools must change, teachers must change, and the school system must also change."
Regarding labor reform, he emphasized, "If labor reform is not properly implemented, companies will leave and investment attraction will not occur," and "For labor reform, the rule of law must first be established in the industrial field." He urged, "It is necessary to gather public opinion and make labor flexible according to industrial demand to create more jobs." Mentioning pension reform, he promised, "Since it requires looking at least 50 years ahead, the pension reform already started by our government will be promoted through solid social consensus by carefully listening to the opinions of all citizens."
Additionally, President Yoon spoke about the national slogan, 'Again Korea! A New Nation of the People,' saying, "It means returning once again to the time when we were the most vibrant and dynamic," and "Regardless of whether it is local or central, we will do our best to create a more dynamic society where people move actively and energetically."
