The target site is near Anguk Station on Subway Line 3, with nearby landmarks including Gyeongbokgung Palace, Seoul Museum of Craft Art, and Jogyesa Temple, and it includes part of Dohwaseo-gil, a cultural architectural asset. This district unit plan revision was promoted based on residents' proposals to create a creative and innovative architectural plan considering the surrounding area's conditions such as the Open Songhyeon Green Plaza and the Lee Kun-hee Donation Hall, as well as changes in Seoul downtown height policies.

The main content includes establishing a new special planning zone of 3,028.23㎡ within the district unit plan area to construct a building with 7 basement floors and 17 above-ground floors, and improving the pedestrian environment of Dohwaseo-gil (an architectural asset) to refurbish the surrounding environment.

Han Byung-yong, Director of the Housing Policy Office, stated, “According to this district unit plan decision (revision), observation facilities and exhibition spaces will be secured in the upper floors of the building, providing an open space accessible to citizens, which is expected to contribute to cultural life.”
