The government will announce a 'Digital Bill of Rights' in September to present the basic direction of the new digital order in the era of large-scale artificial intelligence (AI) such as ChatGPT. It also plans to establish the 'OECD Digital Future Forum' to lead discussions on the global digital new order paradigm.


The Ministry of Science and ICT announced on the 3rd that it reported this 'New Digital Establishment Plan' at the Cabinet meeting presided over by President Yoon Suk-yeol and will actively promote a government-wide response. This is part of the follow-up measures to last year's presidential New York initiative, the Davos Forum in January this year, and the speech at Harvard University during the recent state visit to the United States.


The Ministry of Science and ICT identified key issues in the deepening digital era, including personal information and copyright infringement of data used for AI learning, whether AI use is permitted in reports (tests), the imposition of taxes (robot tax) on automated robots replacing jobs, and the problem of fake news using deepfakes. It also pointed out the scope of telemedicine and digital healthcare, the establishment of relationships between online platforms and workers, and liability systems for autonomous vehicle accidents as major issues.


Accordingly, the basic direction of the new digital order will be established by September through a government-wide 'Digital Bill of Rights.' It will define ▲ the vision and goals of digital deepening ▲ universal values to be pursued ▲ rights and responsibilities of stakeholders such as citizens, companies, and government ▲ common standard principles to resolve digital deepening issues. These will be reflected in policies by relevant ministries to address digital deepening issues in their respective fields.


A public-private consultative body involving academia, industry, and consumer groups will be formed to facilitate stakeholder discussions, expert opinion gathering, and social deliberation and public discourse to resolve digital deepening issues. To raise public awareness of the digital order and encourage citizen participation, a 'Digital Public Forum' will be established in August to discuss selected major digital deepening issues based on urgency, impact, and public interest.


An annual regular diagnosis called the 'Digital Deepening Response Status (tentative)' will be conducted to analyze the current government-wide response to digital deepening and to explore and derive policy directions, which will also be used in related global digital norm discussions.


The government has also set a goal to lead global digital norm discussions as a model country in the era of digital deepening, beyond being a digital powerhouse. It will reflect Korea's position and policies in digital norm discussions at international organizations such as the G20, UN, and OECD, and establish the 'OECD Digital Future Forum (tentative)' led by Korea within this year.


Minister Lee Jong-ho of the Ministry of Science and ICT said, "Establishing a digital order is essential to respond to the era's changes and demands called digital deepening," adding, "Since we have prepared a government-wide promotion plan, we will closely cooperate with related ministries and establish a new order in the era of digital deepening as a digital model country through sufficient social public discourse."
