Jungnang-gu (Mayor Ryu Gyeong-gi) is strengthening its disaster response system to protect the safety of residents using Jungrangcheon. The district announced on the 3rd that it has installed disaster early warning facilities in blind spots around Jungrangcheon and began operation this month.


Disaster early warning facilities are devices designed to prevent various incidents and accidents that may occur and to enable rapid response in case of crime or disaster. These include text electronic boards and broadcasting facilities.


When the Disaster Safety Situation Room sends out messages, the content is displayed on the system.

The district newly installed disaster early warning facilities such as broadcasting systems and text electronic boards at three sports parks with heavy Jungrangcheon visitors: Junghwa, Myeonmok, and Jangpyeong. Additionally, CCTV was expanded to establish a thorough safety management system.


Along the 5km embankment road of Jungrangcheon from Mukdongcheon to Jangpyeonggyo, 50 LED safety location signboards were installed to assist police reporting. The installation locations were determined reflecting the opinions of the Jungnang Police Station to ensure a system for rapid dispatch upon reporting.


Ryu Gyeong-gi, Mayor of Jungnang-gu, said, “We always prioritize the safety of our residents and are doing our best to expand safety facilities and build a dense safety network. We will continue to thoroughly inspect and monitor every corner of the district to create a safe environment where residents can live with peace of mind.”

Support System Utilizing Private Resources for Disaster Vulnerable Individuals Who Have Difficulty Self-Evacuation in Emergencies Such as Flooding

Companion Partners and Care Officials Form Teams to Quickly Communicate Situations and Support Evacuation for Vulnerable Households



Gwanak-gu (Mayor Park Jun-hee) has been operating the ‘Flood Disaster Vulnerable Companion Partner’ program since this year to assist vulnerable individuals in quickly evacuating when flood warnings are issued, building a more comprehensive flood safety network to prevent tragic casualties from flood damage.


The ‘Flood Disaster Vulnerable Companion Partner’ is a resident collaboration group that responds on-site from the flood warning stage to prevent human damage among 211 vulnerable households in the district, including severely disabled persons and elderly residents living in semi-basement homes.


The district matches about four companion partners per vulnerable household, including ▲care officials ▲neighborhood leaders familiar with local conditions ▲neighboring residents living nearby, to build mutual trust during normal times and enable rapid information sharing and response during disasters.


When flood warnings are issued, care officials quickly relay weather information to companion partners (neighborhood leaders, neighbors) via emergency contact systems such as phone calls and KakaoTalk. Companion partners then immediately visit vulnerable households to check flood prevention facilities like water barriers and backflow prevention devices and assist evacuation if necessary.


The district expects the ‘Flood Disaster Vulnerable Companion Partner’ program to be an effective measure to minimize human damage among residents who cannot evacuate on their own.

On May 1st, the district held a launch ceremony for the ‘Flood Disaster Vulnerable Companion Partner’ attended by over 300 people, including companion partners, to enhance their capabilities and sense of responsibility.


The ceremony included a video introducing the ‘Gwanak-gu Comprehensive Flood and Wind Disaster Measures’ and training on activity guidelines during crisis alerts, reinforcing the partners’ commitment.


Notably, a pledge was read to vow utmost efforts to protect the lives and safety of vulnerable individuals, followed by a performance bursting balloons while chanting “Typhoon Zero, Flood Zero, Disaster Zero,” expressing a strong determination to make Gwanak safe from flood damage.


Mayor Park Jun-hee, who attended the ceremony, said, “Seeing residents help as if it were their own family during last year’s flood made me realize the importance of everyone uniting to extend rescue hands. I thank the companion partners for their kind participation and will do my best to make Gwanak safe not only for vulnerable individuals but for all residents.”

Hired 8 Dedicated Disaster Safety Management Staff for Rapid Disaster Response



Yongsan-gu began operating a disaster safety situation room 24 hours a day, 365 days a year starting in May to respond swiftly to disaster situations.


Previously, during weekday daytime, safety disaster department staff handled disaster situations, while during weekday nights and holidays, the duty room doubled as the disaster situation room with two duty officers (disaster management officer and duty commander) managing disaster-related tasks.


Since March, the district has been constructing a separate disaster safety situation room on the 6th floor of the district office and hired eight dedicated staff for disaster safety management system monitoring as of April 24.


The dedicated staff work in pairs on four shifts. Their responsibilities include receiving and assessing disaster situations and sending disaster alert messages.

Before launching the revamped disaster safety situation room, the district conducted a four-day pre-training for the dedicated staff. The training covered rules for working in the disaster safety situation room, NDMS situation reception, transmission and reporting methods, disaster message sending manuals, disaster safety communication network operation, and other management tasks.


Additionally, the integrated control center, previously operated by contractors, was converted to direct management from January, increasing staff from 12 to 16.


By September, the district plans to establish a smart city integrated platform using AI technology to monitor crowd density in real time in densely populated areas and install about 70 additional intelligent closed-circuit (CCTV) cameras.


Kim Seon-su, Acting Mayor of Yongsan-gu, said, “Following the direct management transition of the integrated control center, we have also established a separate disaster safety situation room. We will thoroughly manage these safety accident prevention improvement measures prepared after the Itaewon tragedy to ensure they operate properly in times of crisis.”

‘Comfortable, Safe, Transparent, Future’ - A Precious Promise to Residents, Full Effort to Promote Pledge Projects



Dongdaemun-gu (Mayor Lee Pil-hyung) held a ‘Progress Report Meeting on 8th Term Mayoral Pledges and Current Projects’ on the 3rd at the district office planning situation room, attended by heads of departments and divisions responsible for pledge and current project implementation, chaired by the mayor.


This meeting was organized to ensure the smooth implementation of the ‘8th Term Dongdaemun-gu Mayoral Pledges,’ a promise to residents. It involved an in-depth review of 67 detailed projects across four areas aligned with the 8th term administrative goals of ‘Dongdaemun-gu Opening Happiness’: ▲a city with a pleasant environment ▲a safe living foundation ▲transparent administration through communication ▲a new future city of Seoul. The meeting identified issues arising during implementation and discussed solutions.


As of the end of March 2023, among the 67 pledges, four projects have been completed, including ▲ensuring women’s safe living zones (strengthened patrols) and ▲creating a working Dongdaemun through organizational diagnosis and administrative reform. Forty-seven projects, such as the flower city creation project and the rebirth of Dapsimni Film Media Art Center as a one-person media hub, are progressing ‘normally.’

Additionally, 14 projects, including ▲establishing support centers for small merchants in traditional markets and ▲holding various events to revitalize university area commercial districts, are managed as ‘partially implemented projects’ in cooperation with related organizations and companies.


Fifty-one pledge projects are either completed or progressing normally, with the current pledge fulfillment rate at 6%.


Although the initial pledge implementation is proceeding as planned, some projects are partially implemented or pending. The district plans to improve and supplement issues during project execution and conduct quarterly progress reviews to systematically manage and ensure smooth implementation of pledges and current projects.


Lee Pil-hyung, Mayor of Dongdaemun-gu, encouraged staff, saying, “Pledges to residents are the core and compass of district administration. If these projects are implemented without delay, Dongdaemun-gu will transform, and residents’ lives will improve significantly. I hope all staff will do their best to implement the projects and carefully review major current projects by reflecting residents’ opinions to keep our promises to the community.”
