Operation Until Crisis Level is Lifted... Emergency Public Health Medical Countermeasures Headquarters to be Activated if Level Rises



Gangbuk-gu (Mayor Lee Soon-hee) announced that it will operate an initial response team for health and medical crisis management to proactively respond to the intensified conflicts among medical organizations following the passage of the Nursing Act and the amendment to the Medical Service Act in the National Assembly plenary session.


On April 27, the Nursing Act, which separates nursing-related content from the current Medical Service Act and regulates the scope of nurses' duties, passed the National Assembly plenary session. On the same day, the amendment to the Medical Service Act, which strengthens qualification requirements by canceling medical licenses if sentenced to imprisonment or higher, also passed the plenary session.


Opposing these bills, 13 health and medical organizations including the Korean Medical Association announced a partial strike on the 3rd and declared plans to hold a general strike rally, raising concerns about a medical crisis.


In response, Gangbuk-gu began operating the initial response team for health and medical crisis management from April 29, inspecting the emergency medical system and monitoring trends to prepare for the situation.

The district organized the initial response team into four groups: ▲General Countermeasure Team ▲Emergency Medical Treatment Team ▲Medicine Supply Team ▲External Cooperation Team.


Through the initial response team, the district plans to designate on-duty medical institutions and check essential maintenance tasks in case the health and medical labor union goes on strike. It will also secure medicines in preparation for emergencies and maintain cooperation systems with related organizations.


The district plans to operate the initial response team until the disaster crisis level is lifted. If the strike situation escalates and the crisis level rises, the ‘Gangbuk-gu Emergency Public Health Medical Countermeasures Headquarters’ will be formed and operated.


Lee Soon-hee, Mayor of Gangbuk-gu, said, “We will do our best to mediate between organizations to minimize inconvenience to patients and prevent gaps in medical care.”

Gwanak-gu (Mayor Park Jun-hee) conducted ‘ChatGPT Digital Competency Enhancement Training’ for public officials, focusing on the conversational AI platform emerging as a core future industry.


On April 28, the district invited Kim Eun-ok, CEO of Probe Media, to provide basic understanding of the concept of ‘ChatGPT’ to about 300 employees and educated them on policy case studies and utilization methods for application in the public sector.


This training was designed to help Gwanak-gu public officials understand rapidly developing digital new technologies and integrate AI technology into administrative services to implement policies that residents can directly experience.


Starting in May, the district will newly open ‘ChatGPT’ lectures in the informatization education courses for residents, operating monthly 2-hour sessions at the resident informatization education centers located in Seonghyeon-dong or Nangok-dong.

These ‘ChatGPT’ lectures focus on practical training, teaching various uses from acquiring information in daily life such as health consultations and legal advice to hobbies like blog utilization and songwriting.


The lectures are free and open to all, with registration available on a first-come, first-served basis through the Gwanak-gu Office website (Education → Course Information → Course Registration).


The district has introduced the ‘GPT 4.0 account’ for ChatGPT and plans to actively utilize it in administrative tasks. It is expected to be highly useful in generating ideas during policy or project planning stages, preparing research materials, and policy cases needed for report writing.


A district official stated, “Through innovative smart technologies like ChatGPT, we will equip the public sector with administrative capabilities that match the times and enhance the quality and professionalism of administrative services. We will continue to provide various opportunities for residents to use smart technologies in daily life to improve their quality of life.”

Mapo-gu (Mayor Park Gang-su) was selected as an excellent institution in the ‘2022 Community Health Survey Results and Survey Management Reporting Contest’ and received a commendation from the Minister of Health and Welfare.


The Community Health Survey is conducted under the Regional Health Act since 2008 to identify health issues of local residents, establish health projects tailored to regional characteristics, and systematically evaluate outcomes by producing and utilizing health statistical data.


The Korea Disease Control and Prevention Agency holds an annual evaluation contest for 258 public health centers nationwide, selecting outstanding institutions that contribute to the development of regional health projects and reduction of health disparities in communities.

In this contest, 215 public health centers participated. Mapo-gu Public Health Center actively promoted health promotion projects aimed at annual weight control and obesity rate reduction among local residents. As a result, the project received high evaluation, ranking first in the Seoul region in the first evaluation and ultimately first nationwide, earning the Minister of Health and Welfare’s commendation.


Park Gang-su, Mayor of Mapo-gu, said, “I encourage the public health center staff who have worked hard in various ways to prevent infectious diseases and promote the health of Mapo residents. Based on community health survey statistical data, we will establish essential health policies for residents and do our best to realize a healthy city.”
