The photo shows a young woman in underwear from the side, pulling her jeans down to her thighs while on a bed. Her hip side is fully exposed, and at a glance, it may appear as if she is not wearing underwear.

The poster wrote, "I thought it was porn," adding, "My friend's elementary school kids saw it and asked why she was taking off her clothes." Some netizens commented on the post, saying, "I also saw it while passing by and couldn't believe my eyes," and "That’s not appropriate."

The advertisement includes promotional text for a private sports facility along with registration and inquiry phone numbers, suggesting it was put up by the operating company.

It is reported that some citizens filed complaints with Jung-gu, Ulsan, the local government responsible. Jung-gu confirmed that the advertisement was an illegal posting without notification and forcibly removed it around 2 p.m. on the 26th. The advertisement is estimated to have been displayed for at least 2 to 3 days.

A Jung-gu official said, "The company said they thought this kind of photo would not be a problem and installed it with the building owner's permission," adding, "They seemed unaware that they needed to report it to the district office."
