Gwangju Gwangsan-gu Facility Management Corporation Reports Gwangsan-gu Power Abuse to Board of Audit and Inspection

The Gwangsan-gu Facilities Management Corporation Integrated Labor Union in Gwangju Metropolitan City reported to the Board of Audit and Inspection that Gwangsan-gu has been continuously engaging in unfair power harassment.


Gwangsan-gu appears to be seeking relief from grievances related to institutional power harassment by conducting a prolonged audit of the district facilities management corporation, starting from May last year and extending beyond the year-end.

On the 25th, the integrated labor union submitted an official letter to the Board of Audit and Inspection requesting a fair review to prevent grievances such as "damage to the corporation's image, employees' grievances, and labor-management and labor-labor conflicts" caused by Gwangsan-gu's unfair audit.


The union stated that the special audit was a targeted audit. Gwangsan-gu's comprehensive self-audit was conducted from May 13 to 20, 2022, but the special audit was carried out from August 16 to 31 of the same year, just three months later. This raises questions about the appropriateness of conducting the audit during a period of labor-management conflict aimed at resolving union issues.


Additionally, it was claimed that the dissemination of media articles intended to obstruct the audit violated the corporation's service regulations (such as duties of diligence and maintaining dignity) and caused public controversy by damaging Gwangsan-gu's reputation. For these reasons, the corporation's chairman was subjected to a minor disciplinary action, and two employees of the corporation faced requests for severe disciplinary measures.


The union said, "After the special audit by Gwangsan-gu's Audit Office, there has been active intervention in the corporation's affairs (disciplinary committee, organizational restructuring, etc.) and requests for investigation by the Gwangsan Police Station," adding, "the Audit Office's audit of the corporation is still ongoing."


They continued, "Even after the special audit ended, requests for non-disclosure documents related to the special audit and additional investigations of personnel officers have been conducted," and "five employees were investigated and disciplinary actions requested due to issues found in the disciplinary decisions and handling of disciplinary resolutions for matters already decided."


Meanwhile, controversy arose when Gwangsan-gu conducted a special audit of the Facilities Management Corporation just three months after its self-audit. Two employees who received severe disciplinary actions as a result of the special audit applied for relief at the Local Labor Relations Commission, which ruled in their favor. Additionally, they were cleared of charges in the police investigation.


Although they were reinstated, one employee was demoted, and another is facing another disciplinary action following an additional audit.
