Starting May, Enhancing Security and Civil Service Efficiency at Government Office
2nd Floor Auditorium and 3rd Floor Press Center Available for Free Use
Gates will be installed at the Ulsan City Hall to enhance access security.
On the 21st, Ulsan City announced that it will operate an access security door system to strengthen building security and improve the efficiency of civil service guidance.
Ulsan City plans to install gates and a civil service reception room on the first floor of the main building of City Hall by the end of April for pilot operation, and then start full-scale operation from May.
Accordingly, civil petitioners who wish to visit offices on the 4th floor or above of the main building can exchange their ID cards for visitor passes at the first-floor information desk and use the gates.
However, the 2nd floor of the main building auditorium and the 3rd floor of the Press Center, where civil petitioners frequently enter, can still be freely accessed via the central stairs or the connecting passage to the parking building as before.
The first-floor civil service reception room will be used as a place where the responsible public official comes down to attend to civil petitioners upon consultation requests.
Currently, Ulsan City Hall is fully open during weekdays except holidays and nighttime, which has continuously raised concerns about safety threats and security vulnerabilities due to unauthorized access by illegal protesters, intoxicated persons, and vendors.
The Ministry of the Interior and Safety’s detailed enforcement regulations for security work also stipulate separating open areas and work areas in city halls to strengthen access security, and recently, the Board of Audit and Inspection pointed out the need for thorough access management at the city hall.
Access security doors are currently operated in most metropolitan local governments such as Seoul, Busan, Daegu, Gyeonggi, and Gyeongnam.
An official from Ulsan City said, “This project was undertaken to strengthen the security of the city hall by separating open spaces and office spaces and to enhance the efficiency of civil service response and work.”
