Ministry of Science and ICT Launches Full-Scale Data Quality Certification System

The Ministry of Science and ICT announced on the 20th that it will actively promote the data quality certification system, starting with the announcement of the ‘Application for Designation of Data Quality Certification Institutions.’


‘Data Quality Certification’ (hereinafter referred to as Quality Certification) is a system that grants certification by inspecting errors in data and the appropriateness of management systems according to certain standards such as accuracy and consistency. Through the 'Framework Act on the Promotion of Data Industry and Utilization' (Data Industry Act), which was enacted in April last year, a legal basis was established to introduce a certification system to improve data quality and to designate certification institutions.

The Ministry of Science and ICT gathered opinions from experts in industry, academia, and research on the operation direction of the Quality Certification system and the requirements for certification institution designation, and established the ‘Guidelines on the Designation and Operation of Data Quality Certification Institutions,’ which include specific quality standards and designation requirements for certification institutions.


Institutions wishing to be designated as certification institutions can prepare related documents such as the application form and business plan attached to the announcement and apply online from the 22nd to the 26th of next month.


The Ministry of Science and ICT plans to designate certification institutions by the first half of the year through document review, on-site investigation, and presentation evaluation by an advisory group formed for the designation review of data quality certification institutions. Since data quality certification is a newly implemented system, the ministry intends to designate certification institutions capable of stable operation and, reflecting market demand such as the trend of expanding quality certification in the future, to additionally designate certification institutions. The institutions designated this time will begin to actively grant quality certification to companies holding data from the second half of the year. The Ministry of Science and ICT expects that this will raise awareness of data quality, promote the production of high-quality data, and further activate the data distribution and trading market.


Park Yoon-kyu, the 2nd Vice Minister of the Ministry of Science and ICT, stated, “High-quality data verified through quality certification will facilitate data utilization, support digital innovation, and contribute to the development of the data industry.” He added, “We will promote various supports to ensure that the data quality certification system is well established in the market and becomes a foundation for revitalizing the data distribution and trading ecosystem.”
